The noises about amending the 1995 Constitution to remove the last constitutional restraint on the tenure of the President made a major move when the NRM Parliamentary Caucus resolved to back a Private Member’s Bill by Raphael Magyezi to amend Article 102(b) of the Constitution. How did we arrive here? We arrived here mostly by the sheer will and force of the incumbent president who relies on what the Constitution says. Very few people actually have been able to predict what the Constitution says at the time he refers to in the future. We have also arrived here due to the steady dilution and usurp of the powers of the other branches of government - the Judiciary and the Legislature. In the current Parliament, NRM enjoys the support of nearly 75 per cent of its membership. In 2016, the Opposition managed competitive races for Parliament in just 80 constituencies.The courts of judicature are now entirely manned by appointees of the incumbent. The Electoral Commission and all public office holders are direct appointees of the President. This power of appointment is a personal preserve as powers under Article 99(1) of the Constitution are vested in the person of the President. Neither the Vice President, Speaker nor Chief Justice share in these powers. In fact, on the contrary, this power extends to the principal administrative enforcers in the other branches of government. Under Article 87(1), the President appoints the Clerk of Parliament on advice of the Public Service Commission. Under Article 145(2) the President appoints the Chief Registrar of the courts of judicature and also appoints members of the Judicial Service Commission under Article 146(2).It is a well-kept secret that all branches of government are subject to government standing orders, which include the oath of secrecy under the Official Secrets Act. A court order cannot stand without official implementation imprimatur of the President under Article 99(1). Parliament cannot initiate a Bill on financial matters under Article 93 without consent of the objective. These prerogatives exist in very few jurisdictions. Even where Parliament or the courts have powers, these are mostly advisory or nugatory. Parliament’s Bills only come into law with presidential assent. Parliament’s vetting powers have come to naught as the parliamentary rules of procedure provide that vetting is done in private, the total opposite of speech protection that Members of Parliament should enjoy as a right of prerogative.As the number of elections under the 1995 Constitution continues to accumulate, there is a naïve view that it is possible for the Supreme Court, for example, to annul a presidential election. In light of all that has been said above, in case the Supreme Court took the highly unusual step to annul the presidential election under Article 104(5), a new election must be held by the same machinery, ie the Electoral Commission within 20 days.It is this collection of well-intentioned but ultimately abused clauses in our constitution that have made it impossible for the President to consider leaving power. Once the first constraint was removed with the deletion of Article 105(2), it became very easy to remove the others. At the time, the powers that be made all sorts of grandstanding stating that the President would leave at age 75, and that term limits was a small issue now that political party had been allowed to resume. Very soon it will be necessary to legally restrict what can be said about the president’s age and tenure. This makes a new constitution urgent as the current one after being continuously amended is becoming a farce. The executive powers given to the president to act independently of Parliament to allow him to be effective under Article 99(1) have swamped the entire constitutional order. The NRM MPs mostly elected in areas where government’s word is law have for valuable consideration endorsed the obvious to back the age amendment.

Uganda National Students Association appreciates your continued support to the students’ movement and the solidarity you have exhibited towards matters pertaining the students’ fraternity.

Aware that the young people are the majority stake holders in our nation, and that the students form a large percentage of Uganda`s youthful population, UNSA finds it fundamental to engage ,build and consolidate the untapped potential of the students fraternity into one great voice that will foster the welfare and all needs beneficial to students countrywide.

It is upon that background that UNSA is organising a National Inter-Guild council featuring all Student leaders nationally under the theme “ROLE OF WANAINCHI IN SHAPING THE NATIONAL DEBATE: A STUDENTS’ PERSPECTIVE.

It will be in held at Mbarara University of Science and Technology (MUST), from 13th to 16th November and on 17th it will be the International students’ day to be commemorated in Mbarara as well.

The purpose of this post is to request you to represent your institution at this very important National event. (Preferably Guild President, Speaker, Gender Minister and any other selected delegate.)
Among others, we shall have presentations from key leaders, dialogues, discussions and a debate between female, and male students leaders in Uganda on electoral reforms that will be aired on t.v juried by Hon Miria Matembe, Hon Richard Todwong, and Hon Hon Winnie Kiiza.

I thank the Mangement school of hygiene, students of school of hygiene for having given me the opportunity to serve my institution as Guild President and in other capacities prior to this. I will continue to offer my services to my institution and country in whatever capacity I can.I have congratulated H.E mugweri thomas on his election as the Guild president I have no doubts that he has the capacity to execute the duties of Guild President effectively.I thank my colleagues in Cabinet Okello Geoffery, otukol tom, Arima Johnathan, judith fathum,odong moses,serute emmanuel and others for the maximum cooperation I received as Guild President.I also thank the staff, especially those that I’ve worked with all these years mr.Ongom james Denis, Ilukor Geresom, Aliker Robrt,ogwang Richard,nambale Godffery, okot swaibu and other members. MILITRY DICTATORSHIP

@ a National youth confrence yesterday . main hall makerere University. a conference that took over three days. he went on and said,we can have NRM leading as long us they can but the problem is museveni. there is no political party call NRM, NRM is museveni, museveni is the government. soldiers has dominated everything

Today Makerere university students successfully petition the Vice Chancellor over the proposed 10% tuition fees increment.
and hygiene students should also petition the board of governers. i join Hygiene and my tution was totalling 180k on government pay but a government pay students at hygiene is paying 45O and above, the questions is , is it a quoter system or a private partenership with school admin, because this things of board sitting and later its ignorantly passed are never good. i have been the guild president and their is one thing have learnt from students of hygiene- some of this students are very young that you can`t convince and he or she to know their rights , they think everything brought by admin can never be turned down. and it pains me somuch. we should start paying tution like any other students in uganda at an affordable means.

i can see the same shame i faced from few individuals i had in my government in you , the truth shall always remain and thats why i did in my government and though have left hygiene, i will still follow it until i see change. i left letters of petitons that needs to be followed and should i keep quiet thats the end, am not aiming at spoiling the guild government, you will never understand this unless you have sucrifice yourself for the students. when did i failed to speak for students just because of the fear of back fires

Well, battle of words but ma advice is only that (A) change can be brought about by an individual (B) Change doesn't come within a aday (C) Schools have governing council sessions. The governing coucil of Schools sit together to discuss and then the student representatives in d Council a supposed to bring feed back 2 students lyk proposals have 2 be discussed in the school Guild and so on et others So all in all, don't wait or first mobilize members so as to form a team to go en petition any query and yet you may know very well the procedures of petitioning any Board or Council

hahaha. my transcript is nothing compared to change i need. even if i dont get my transcript of just a certificate but change comes, i have no problem.i hav other academic documents/am still a student and for your information, thats an intimidation to constitutional PRA on a conversation to other persons. to me its fyn, i must struggle for the liberation. and thats my motto. do not for get that i am the nation students leader for the year 2014/2015, if hygiene is still in uganda may be if its out of the country. all am struggling for is lawful , where i fall is an act of parliament section 30 of the education Act.
and incase my transcript need be, as long as have passed exams, i have to get it, coz how is it related to my struggle for change for the well being of the ugandan students ??
