The Alliance for Rights and Recovery The Alliance for Rights and Recovery (formerly NYAPRS) is a unique coalition of advocates Formerly known as NYAPRS.

Founded in 1981, The Alliance for Rights and Recovery has its origins in New York's clubhouse and social club community. Since then our aim has been to bring together and serve the needs of the broad spectrum of community based mental health recovery, rehabilitation and peer support services in New York. Accordingly, we have reached out to consumers/survivors and professionals associated with the state's Intensive Psychiatric Rehabilitation Treatment (IPRT) programs, supported employment and education, affirmative business services and other peer-driven rehabilitation and recovery support services. Our goal has been to help connect and unite these diverse groups, building on their shared dedication to quality recovery services.

Dear Friends and Colleagues,

After four decades of pioneering leadership in advancing innovative peer support initiatives, Ellen Healion will be retiring from her role as Director of Peer Bridging and Technical Assistance at the Alliance.

Ellen’s commitment to supporting the recovery and community success of countless individuals across New York and nationally began with her founding one of the nation’s premiere peer-run agencies, Hands Across Long Island (HALI) in 1988. Under her leadership, HALI created one of the nation’s first forensic peer bridger programs, supporting people to make a successful transition from Sing Sing prison to communities in New York City and Long Island. She created a number of housing and support programs on Long Island, most notably one of the first mobile shower initiatives.

Ellen went on to create several courses that aided people to become Certified Peer Specialists in conjunction with New York’s Academy of Peer Services.

Over the 8 years she served as Director of Peer Bridger Services and Technical Assistance at the Alliance, Ellen built on the Peer Bridger model that the Alliance created in 1994 to create state-of-the-art programs working out of 5 New York state psychiatric hospitals and used that expertise to provide expert technical assistance in a number of states, including Mississippi, Washington, Ohio, and Kentucky.

Ellen’s very personal commitment to the people she has supervised or supported and her particular expertise in the areas of supervision, ethics and boundaries will leave a lasting mark on our organization and the field. She has been a central member of our leadership team and we will miss her mightily.

People experiencing a mental health crisis deserve a response rooted in care, compassion, and expertise.
Daniel’s Law would fund teams of peers, mental health professionals, and EMTs trained to respond safely using de-escalation and trauma-informed support. New York has already begun investing in pilot programs — now the state must build on that progress.
We’re calling on the state to expand funding to $8M annually to sustain Daniel’s Law pilots and the Behavioral Health Crisis Technical Assistance Center so more communities can access the right response when it matters most.

Without adequate funding, agencies cannot recruit or retain the staff needed to support recovery across New York.

Resident advocacy and council programs play a critical role in strengthening accountability and ensuring residents have meaningful opportunities to participate in decisions that affect their lives.
New York must restore funding for these essential advocacy programs.
