For more than fifty years, National Capital Treatment and Recovery, formerly known as Phoenix House Mid-Atlantic, has been the area's leader in adolescent and adult behavioral healthcare, operating programs throughout metropolitan Washington, DC area. NCTR offers a full continuum of care for clients struggling with substance use and co-occurring mental health disorders to include assessment, education, intensive out-patient and medically managed gender specific residential treatment programs. We know that with a thorough assessment, appropriate comprehensive care, and individualized treatment those struggling with substance use and dual diagnosis disorders can recover and reclaim their lives.

Access to treatment saves lives. Dr. Melissa M. Freeman understood that early on.

In the 1970s, she was among the first physicians to treat women with methadone for opioid use disorder—at a time when both medication-assisted treatment and women’s access to care were limited.

Her work helped expand treatment options for women who were often overlooked or stigmatized. She recognized that effective care must meet people where they are, including addressing gender-specific needs.

At NCTR, we believe treatment should be accessible, individualized, and rooted in respect. Dr. Freeman’s leadership helped move the field in that direction, and her impact continues to be felt in programs that serve women and families today.

Addiction is a disease. It is treatable. And recovery is possible. Dr. Andrea G. Barthwell has spent her career advancing that message. As former Deputy Director for Demand Reduction at the Office of National Drug Control Policy, she worked to ensure national policy reflected evidence-based treatment and compassionate care.

Her leadership in addiction medicine has helped shift public understanding—away from blame and toward science. She has consistently advocated for treating substance use disorders like any other chronic health condition: with dignity, clinical expertise, and long-term support.

At NCTR, we stand on the shoulders of professionals like Dr. Barthwell. When we fight stigma and promote whole-person care, we are continuing the work she helped lead.

At NCTR, we believe recovery is built on science, compassion, and lived experience. Dr. Lonnie Edward Mitchell helped make that possible.

As a key figure in the founding of the National Institute on Drug Abuse, Dr. Mitchell helped bring addiction research into the national spotlight. At a time when substance use disorder was widely misunderstood, he pushed for professional training programs and elevated addiction counseling as a respected discipline.

He also recognized the value of an integrated workforce, including people in recovery. That vision—honoring both clinical expertise and lived experience—remains central to how we approach treatment today.

Because of leaders like Dr. Mitchell, addiction care moved from the margins into mainstream healthcare. And because of that progress, more people have access to the help they deserve.

Saturday night’s Arlington Chamber of Commerce Gala celebrated leadership, partnership, and the incredible strength of our local business community. Our Chairperson of our Board of Directors, Kathy Naylor, and President & CEO, Debby Taylor, were joined by Chief Growth Officer, Jacob Parcell, and Director of Business Development, Tiffany Sullivan, for this annual gathering of Arlington’s change-makers. Proud to be part of such an engaged and collaborative group!

Yesterday, NCTR was proud to be represented in Petersburg by our Regional Service Coordinator, Cindy Blanton, at a community-driven prevention event provided by the Virginia Department of Health and hosted by Ellen J. Merkle, Opioid & Drug Prevention Program Coordinator.

Held in the heart of Pecan Acres, this gathering focused on addressing substance use directly where it matters most—within the community itself. Real prevention work happens when organizations come together, listen, and respond with intention.

Cindy is pictured alongside community partner Elizabeth Miller of StarCity Behavioral Health, reflecting the kind of collaboration that moves the needle. When providers, public health leaders, and behavioral health partners unite, we strengthen access, awareness, and hope.
