Disability Rights Maryland DRM is federally mandated to advance the civil rights of people with disabilities.

Disability Rights Maryland (DRM) is a private, nonprofit 501(c)(3) organization advocating to improve the lives of Marylanders with disabilities.Visit our website: www.DisabilityRightsMD.org for more information about our services. Disability Rights Maryland (DRM), a non-profit 501(c)(3) organization, is Maryland’s designated Protection & Advocacy agency (formerly known as “Maryland Disability Law Center”). We provide free legal services to Marylanders of any age with all types of disabilities (developmental, intellectual, psychiatric, physical, sensory, learning, traumatic brain injury), who live in facilities, in the community or who are homeless. DRM maximizes resources by using an array of advocacy strategies, including information and referral, advice and counsel, outreach and education, monitoring and investigations, training and technical assistance, coalition and policy work, individual representation, impact litigation and support for self-advocacy. DRM creates a more integrated, just society and improves the lives of people with disabilities by advancing legal rights and ensuring equality of opportunity to participate in community life.

Maryland State Board of Elections will be hosting three (3) days of in-person public demonstrations of the accessible ballot marking device and precinct based tabulator. The demonstration will allow the public to ask questions and submit comments.

The demonstrations are free and open to the public. RSVP through the link below. Videos depicting the voting systems will be available to people who cannot attend in person upon request after March 25, 2026. Please submit all requests to info.sbe@maryland.gov.

From a mom navigating the legal process before having counsel...

"When you don't have the answers and you don't have any place to turn, it's so frustrating. You feel beaten down before you have a chance to win...It was like trying to put a puzzle together when you didn't know where the pieces were. Not all of them, you only had partial."

We can’t deny the interconnectedness of the disability and civil rights movements in our country. So this month we celebrate the contributions of Black people despite their struggle for equal rights and treatment.

Pictured: Brad Lomax was a leader in the 1977 Section 504 sit-ins who used his Black Panther Party connections to organize daily meals for protestors. Louise B. Miller was a Black disability rights advocate whose fight for her Deaf children challenged both racial segregation and disability barriers to education. Haben Girma is a lawyer, author, and speaker, who has worked to promote accessible technology and equal opportunities for people with disabilities. Joyce Ardell Jackson was a disabled Black activist involved in the 504 sits-ins, who later met with officials in the President Carter Administration.

The Maryland State Rehabilitation Council make recommendations to Maryland State Department of Education, Division of Rehabilitation Services (DORS) in order to promote the employment, economic self-sufficiency and independence of individuals with disabilities.

We're proud to have Braden represent DRM on the council.

Meet Maryland State Rehabilitation Council Member Braden Stinar. Staff Attorney at Disability Rights Maryland , the State’s Protection and Advocacy Agency. Mr. Stinar was admitted to the Maryland Bar in 2023 and his work at DRM focuses on removing barriers to employment, special education services, and voting rights for Marylanders with disabilities.
