Dr. Francis Cecil Sumner was a pioneer who helped open the door for Black scholars and social scientists. As the first African American to earn a PhD in psychology, he laid the groundwork for research that centered Black experiences, dignity, and justice.

His work helped shape how social work and psychology address race, equity, and systemic barriers. By mentoring future leaders and pushing institutions to think differently, Dr. Sumner helped build a foundation for culturally informed practice that still guides the field today.

For over 170 years, Springboard Community Services has dedicated itself to transforming the lives of Maryland’s most vulnerable.

Built on a bedrock of integrity, compassion, and responsiveness, Springboard Community Services continues to be an innovative, agile, and comprehensive provider of services — many of which are free or low-fee — that span the life cycle, from supporting expectant mothers to caring for the at-risk elderly. Through a broad mix of case management, counseling, and support, we provide not only a safety net but a springboard to those who need it most. Our mission: Break the cycle of poverty, abuse, and despair, one person, one family, one generation at a time.

​A 501(c) non-profit organization, Springboard has 6 locations in Baltimore City and the surrounding five counties, including multiple counseling offices and two medical adult daycares. We are the on-site mental health provider at the Child Advocacy Centers (CAC) in Carroll, Harford, and Howard counties, with a formal partnership with CACs in Baltimore County. We are also the identified domestic violence provider for Carroll County and West Baltimore County.

Springboard Community Services is licensed to practice as an Outpatient Mental Health Clinic with immediate appointment openings in Baltimore City, Carroll, Harford, and Howard counties. As a licensed clinic, we offer the continuum of mental health care provided by a multidisciplinary team including social workers, counselors, nurse practitioners, case managers and a psychiatrist who specializes in child and adolescent psychiatry. We provide a broad array of trauma-informed services for individuals and families along their life course from children through senior citizens.
