A lot of athletes think they have to flex every muscle in their body to be fast..WRONG!! I used to think the same thing my freshman year in high school. Until I got introduced to some great coaches.
And both Coach Schouten and Coach Mrs McClqure used to preach to me all the time about me dropping my shoulders and relaxing my jaw. Those techniques took me from running a 11.2 to a 10.87!!!
So relax the jaw and drop the shoulders and hammer back with the hands and elbows. But if you are going through speed drills the hands need to be beating the drums, but not with tensed shoulders.
