Judith Ann “Judy” Wallace, 86, of O’Fallon, Missouri and formerly of Bartlesville, Oklahoma passed away on February 12, 2026.
Judy was born in Oklahoma City, Oklahoma on December 22, 1939 to Daniel “Dan” Mangan and Margaret “Peg” (Burns) Mangan. Judy grew up in Borger, Texas, graduated from Borger High School and attended Incarnate Word in San Antonio, Texas. Judy married James Brown “Jim” Wallace in August of 1961 and together lived in Borger, Bartlesville, Tokyo and Brussels. Judy moved to O’Fallon in 2014.
Judy is survived by her brother - Jack Mangan and his wife Carol of Midland, Texas; children - Anthony James Wallace and his wife, Jennifer of The Woodlands, Texas; Joseph Michael Wallace and his wife, Jill of Wentzville, Missouri; and Ann Patrice Stafford and her husband, Keith of O’Fallon, Missouri; grandchildren - Daniel Wallace and his wife Megan of Peoria, Illinois; Kathryn Keimig and her husband Scott of Crosby, Texas; Hope Wallace of Denver, Colorado; Andrew Stafford of St. Charles, Missouri; J Keenan Wallace of Albuquerque, New Mexico; Michael Stafford of St. Charles, Missouri; William Stafford of O’Fallon, Missouri; and Ava Skyers of Lorton, VA; and great-grandchildren - Theodore John Wallace and Arwen Nicole Keimig. Preceding her in death are her parents, Dan and Peg Mangan; sister, Mary Helen Markee, and husband, Jim Wallace.
She was an active member of St. John’s Catholic Church in Bartlesville and worked at the school. Funeral Mass will be held 10am, Saturday, February 21, 2026 at St. John’s with Fathers Leonardo Morales and Jack Unsworth, officiating and assisted by Deacon Tony Wallace. Interment at Memorial Park Cemetery will follow a reception at Father Lynch Hall. Visitation and a Vigil Service with Rosary will be held at 6pm, Friday, February 20, 2026 at Arnold Moore & Neekamp Funeral Home Chapel, with family receiving guests until 8pm. William Boyd “Bill” Stinebuck, 78, of rural Bartlesville, Oklahoma, passed away at his home, Tuesday night, February 10, 2026.

Bill was born July 25, 1947, to Boyd W. Stinebuck and Reba S. (Thompson) Stinebuck in Tulsa, Oklahoma. He grew up in Bowden, Oklahoma where he attended school until the eighth grade, at which point he transferred to Sapulpa High School, graduating in 1965. Immediately after high school, Bill enlisted in the United States Marine Corps and served during the Vietnam era, earning the rank of Sergeant and the Silver Star, Bronze Star with valor and Purple Heart. Upon his honorable discharge in 1971, he attended Northeastern State University, obtaining a Bachelor of Science degree. Bill later graduated with a Master of Science degree from Oklahoma State University in 1980. He married the love of his life, Connie Lee Foster, on July 17, 1981, at Owasso, Oklahoma.

Bill loved to teach, whether in the classroom or in life. He was a scuba instructor at NSU, taught high school and adult education at Sapulpa, Skiatook and Tri County Tech in Bartlesville. He was an avid gun owner, fisherman and fan of OU Sooner football. He loved watching William play soccer and Aurora play video games.

Bill is survived by his wife, Connie of the home; one daughter, Kortney Stinebuck and her spouse, Lorenzo Castillo of Bartlesville; two grandchildren, William Castillo-Stinebuck and Aurora Stinebuck; many aunts and uncles and number adopted family members and close friends. He was preceded in death by his parents and by a granddaughter, Karoline Castillo-Stinebuck.

Funeral service will be 1pm, Tuesday, February 17, 2026, at New Harmony Baptist Church with Pastor Lonnie Hoelscher officiating. Interment will follow on the family property. Visitation will be 10am-7pm, Monday, with family receiving friends from 5-7pm at the funeral home. Arrangements have been entrusted to Arnold Moore & Neekamp Funeral Home and Cremation Service. Mildred Ann Shippy (Pegge) Ward went to be with her Lord and Savior in the early hours of January 29, 2026. She recently celebrated her 97th birthday, and died in her home in Lansing, Kansas, with her children by her side, following a brief illness.
Born in Caney, Kansas, she graduated from Caney High School in 1946. She worked in the Treasury Department of Phillips Petroleum Company until she married Thomas E. Ward in the spring of 1950. Pegge and Tom had two children, Thomas E. Ward, II, and Lucinda Ann Ward.
Pegge was active in the First Presbyterian Church of Bartlesville, singing in the choir, serving as a Deacon, and as an Elder. She regularly served as a camp counselor at the Presbyterian summer day camp operated in the undeveloped property behind Good Shepherd Presbyterian Church.
Her lifetime passion and commitment to her children was demonstrated in the activities she engaged in with her children. She was active in scouting, serving as a Den Mother for Cub Scouts and a Troop Leader for the Girl Scouts. In the Girl Scouts, she served frequently as a counselor at Camp Wah-Sha-She, and served on the Board of Directors in the Bluestem Council.
Pegge was also a tireless civic volunteer and leader. She volunteered at the Kiddie Park, was President of the Jayceeettes, was an officer in the Service League of Bartlesville, and served in the operation of the Service League’s Bargain Box thrift shop. She was a regular member of the cast for the Night On the Town, a local theater production. She also served as a docent for years at Woolaroc in Osage County and at the Price Tower Arts Center in Bartlesville.
When her children were grown, she embarked on a new adventure as a travel agent for Spears Travel Service. She became an ardent, adventurous traveler. Pegge’s travel experiences were varied and often exotic: parasailing in Acapulco, hot air ballooning across Kenya, staying in the Safari Lodge at the foot of Mt. Kilimanjaro for a photo safari, riding a section of the Iditarod, sailing the Star Clipper in the Caribbean, visiting Moscow and St. Petersburg in Russia, Peking and the Terra Cotta Soldiers in China, Dublin and Edinburgh in Ireland, and Ayers Rock in Australia. She also took advantage of her children’s assignments in the U.S. Army, visiting them in Germany several times and in Wales, United Kingdom. When visiting both her children together in Germany, the families watched as the Berlin Wall was torn down and participated in its destruction with hammer and chisel.
She was preceded in death by her parents, Cecil G. Shippy and Daisy Ann Hays Shippy, her siblings, Dorothy Jean Shippy Swayne, Chester LeRoy (Chet) Shippy, and Raymond Lee (Butch) Shippy. She is survived by her children and their spouses, Tom Ward II and wife Rhoda Risner, Lu Ann Klevecz and husband Jack Klevecz, six grandchildren, twelve great-grandchildren, and numerous nieces and nephews.
Visitation is planned for Thursday evening, February 19, 2026, from 5:00 PM to 7:00 PM at Arnold Moore & Neekamp Funeral Home in Bartlesville. The funeral service will be at the First Presbyterian Church in Bartlesville, on Friday, February 20 at 10:00 AM followed by interment in the Shippy family plot at Sunnyside Cemetery in Caney Kansas. Arrangements are under the direction of Arnold Moore & Neekamp Funeral Home and Cremation Service of downtown Bartlesville. It is with great sadness that we announce the passing of Annette V Rigsby who left us on February 4, 2026.
Born on June 12, 1957, in Laramie, Wyoming, Annette moved to Bartlesville when she was 5 and continued to live in Bartlesville until her death and was active in First Baptist Church.
She attended Bartlesville Public Schools and played saxophone in the band and jazz band in high school and participated in Girl Scouts. She received a degree from Southwest Baptist University in Bolivar, Mo. Annette was a beloved sister, friend and mother known for her kindness, generosity, and unwavering dedication to her family, friends and especially her son Daniel, who proceeded her in death in 2013. Annette was involved in his care for 20 years and championed the causes of children with disabilities. She enjoyed travelling with church friends and visiting with family. She touched the lives of many, leaving behind a legacy of love and cherished memories.
Annette is survived by 4 siblings: Lousie Lynch, Kathie Whyte, Margie Green, and Gene Ball.
The family invites friends and loved ones to join them for a memorial service on February 11, 2026, at 2:00pm at Arnold Moore & Neekamp Funeral Home to celebrate and honor the life of Annette. In lieu of flowers, donations may be made to Shriners Hospital in Shreveport, LA in memory of her and her son Daniel.
Annette will be deeply missed, but she will forever remain in our hearts.

Janet Lynn Street, 68, of Bartlesville, Oklahoma, passed away peacefully with her family by her side on January 20, 2026, at The Journey Home in Bartlesville.

Janet was born on September 13, 1957, to John Robert Street and Violet Lee (Gailey) Street in Culver City, California. She grew up in California and joined the United States Army in 1983 in Los Angeles, California. In 1989, Janet moved to Bartlesville, where she made her home. Janet worked as a certified nursing aide and a certified medical assistant in healthcare.

Janet loved adventure and travel. She loved spending time with her family and going on adventures, whether it be a trip to a local museum or the beach. In her free time, she enjoyed camping, going to the lake, and floating down the Tahlequah River. She loved spending time with grandchildren, great-grandchildren, and her dog, Pugsly. Janet was an avid Disney fan and loved anything Disney. She also enjoyed traveling with her long-time best friend, Pam. Janet will be missed by all that loved her.

Janet is preceded in death by her parents: John Robert Street and Violet Lee Street; her brother: Robert Street; and her dog: Biggie.
