New York’s State Budget negotiations have stalled.
Disputes over the Governor’s proposals—auto insurance reforms, climate law delays, and tax increases—have brought the process to a standstill. In response, Governor Hochul issued a temporary Budget Extender through April 20 to keep the government operating.
But make no mistake: the real decisions are still being negotiated—and home care is on the line.

Fully Fund the Cost of Home Care
Invest $500 million from the MCO tax to stabilize personal care services
Ensure Medicaid dollars reach providers as intended
Fully reimburse mandated wage increases, including fringe benefits
Reinvest CDPAP savings into home care
Repeal the LHCSA RFO
Reject the proposed administrative cap in Medicaid Fee-for-Service
Support transitions to Medicaid Advantage Plus (MAP)

Providers are absorbing unreimbursed, state-mandated labor costs
A 3% wage increase resulted in just 0.41% rate growth
