KY STEPs Behavior Health Services KY STEPS is an organization that provides SCL/ Michelle P. Services, EPSDT Services and Mental Health support.

The Support for Community Living (SCL)/ Michelle P. Waiver (MPW) Program: is a home and community-based waiver under the Kentucky Medicaid program developed as an alternative to institutional care for individuals with mental retardation or developmental disabilities. MPW allows individuals to remain in their homes with services and supports. Mental Health & Counselling services provide evidence-based strategies to assist the individual or family meet their needs. We provide quality services to people of all ages and cultural backgrounds. These services are offered at various settings such as office, in-home, in-school and community to maximize effectiveness.

🚨 Big Budget News! 🚨

The Kentucky House Majority has released its updated version of HB 500, the 2026–28 state budget, and we are excited to share that it includes:

✅ 125 Additional Michelle P Waiver slots
✅ 150 Additional Supports for Community Living (SCL) Waiver slots
✅ 175 Additional Home & Community Based (HCB) Waiver slots

This is a BIG step forward for individuals and families waiting for critical services, and it reflects the General Assembly's continued commitment to Kentucky's 1915(c) Waivers and the people they support.

The budget process is far from over. The bill will now continue through the legislative process, including Senate review and negotiations, before a final budget is adopted. We will remain fully engaged to advocate for the strongest possible outcome.
