📌 Legislative Update: Medicare Bulk Billing Changes Confirmed

The Health Legislation Amendment (Miscellaneous Measures No. 1) Bill 2025 was passed by Parliament on 30 October and received Royal Assent on 4 November. View the Bill here: https://www.aph.gov.au/Parliamentary_Business/Bills_Legislation/Bills_Search_Results/Result?bId=r7366

This legislation delays the commencement of new assignment of benefit processes for all Medicare bulk billed services from 9 January 2026 to 1 July 2026.

HFMA engaged with the Department of Health and Aged Care during the consultation on Assignment of Benefits for Simplified Billing, submitting formal feedback in April and meeting with Department representatives to discuss key issues.

We welcome the changes introduced in response to stakeholder input, particularly those that reflect HFMA’s recommendations to ease administrative burden for healthcare providers.

CMS announced the ACO Primary Care Flex Model (ACO PC Flex Model), a new, voluntary payment model for to be tested by the CMS Innovation Center within the Shared Savings Program (Shared Savings Program) beginning January 1, 2025.
The ACO PC Flex Model will test whether improved payment for primary care in the Shared Savings Program will empower participating ACOs and their primary care providers to utilize more innovative, team-based, person-centered and proactive approaches to care and positively impact health outcomes, quality and costs of care. The model also strengthens incentives for new ACOs to join the Shared Savings Program, particularly those that will support underserved communities and address health disparities. I love this concept and having been involved with education to patients for services like CCM, RPM and TCM which are all relative to primary care this is an excellent opportunity to provide extra incentive to continue and ramp up quality care and education efforts!!
