In honor of Veteran’s Day, we’re proud to acknowledge both the history of our profession and the personal service of one very special member of the Measuring Minds family — our favorite veteran, Daniel (aka Dad, Papoo) Bounds. 💙

In December 1967, Daniel arrived in Da Nang, Vietnam, where he served two tours of duty until 1969. He was honorably discharged following a neck injury sustained during his service. His courage, discipline, and compassion have always been the foundation of our family — and continue to inspire the work we do every day.

Did you know that intelligence testing in the military played a key role in the origins of school psychology? During World War I, psychologists developed large-scale assessments like the Army Alpha and Beta tests to help identify the best roles for soldiers. Decades later, psychologist David Wechsler drew on that early work while developing the Wechsler intelligence scales — tools still used today in modern evaluations for children and adults.

Know Your Rights: The “Evaluation Specialist” at an IEP Meeting

Under the Individuals with Disabilities Education Act (IDEA), every IEP team must include “an individual who can interpret the instructional implications of evaluation results.” (34 CFR §300.321(a)(5))

This person is commonly referred to as the evaluation specialist — and in most school districts, that’s the school psychologist.

The evaluation specialist plays a crucial role in your child’s IEP process. They are the team member qualified to explain what the test data actually mean for your child’s learning, attention, memory, or behavior — and how those findings connect to classroom performance.

You can expect a school psychologist (or other qualified professional) to attend any meeting where evaluation results are being discussed, including:
📘 Initial eligibility determinations
📘 Reevaluations or triennial reviews
📘 Any meeting where assessment data informs services

Under IDEA, parents have the right to know who completed their child’s evaluation and to have results explained in plain language. The goal is for families to understand—not just receive—the data.

In honor of National School Psychology Week, I wanted to share a little more about me—the person behind Measuring Minds—and what drives the work I do every day. 💙

A few years ago, back when I still lived in Texas, I read The Road Back to You and completely fell in love with the Enneagram. I dove deep into studying it, and—no surprise here—I’m an Enneagram One.

Enneagram Ones are often called The Perfectionists or The Reformers. At our core, we’re driven by a deep desire to be good, to do things “right,” and to make the world better. That drive is a gift—but it can also feel like a heavy weight when “good” starts to mean “never enough.”

Over the years, I’ve learned that the work of being a healthy One isn’t about striving harder—it’s about allowing myself to be enough, giving myself grace, and remembering that growth doesn’t require perfection. 💫

A few ways I try to live as the best version of a One:
✨ Practicing self-compassion instead of self-criticism
✨ Pausing before fixing or improving something
✨ Allowing space for rest, joy, and flexibility

Once I understood myself through this lens, I began using the Enneagram to understand others—my family, my spouse, and even my coworkers—(and the follow-up book, The Path Between Us by the same authors, was an incredible resource for that!). It’s helped me connect with people on a deeper, more empathetic level.

To this day, the Enneagram remains my favorite framework for understanding human motivation and behavior—a professional tool that continues to shape how I see both myself and the world around me.

It’s time for another Ask Phillip Anything!

One of the first things I ask parents when they call is: "What’s going on that makes you feel like an evaluation might help?" Sometimes we talk it through and realize an evaluation might not be needed right now. Other times, it’s clear we need answers to move forward.

Evaluations can serve a lot of different purposes—like assessing for IEP or 504 eligibility, making sure a student qualifies for testing accommodations, or even consideration for gifted placement or grade advancement. And sometimes, parents just want clarity on what’s really going on with learning or attention.

No matter the reason, the goal is the same: to get answers that actually help you take the next step for your child.

Today we’re breaking down LRE — Least Restrictive Environment.

At its core, LRE means that students with disabilities should be included with their peers in the general education setting as much as possible. Specialized instruction, accommodations, or supports should be provided in that environment before a more restrictive setting is considered.

This safeguard is a reminder that disability doesn’t mean exclusion—it means finding the right balance of support and inclusion so every child has the chance to learn, grow, and belong. 💙

Back-to-school isn’t just about supply lists and schedules—it’s a big emotional transition for kids, too. New classrooms, new teachers, and new routines can feel overwhelming.

This week’s Mindful Tips are all about helping kids care for themselves during the adjustment: keeping consistent sleep routines, using visual schedules, packing comfort items or snacks, and giving them space to unwind after school.

Little shifts like these can go a long way in helping children feel calmer, more confident, and ready to learn. 💙

I’m so excited to share that as the CE Coordinator for the Palm Beach Association of School Psychologists (PBASP), I’ll be participating in our first book club! We’re kicking things off with Green Card Youth Voices: Chicago, the NASP Social Justice Committee’s Book of the Year.

This powerful collection highlights the stories of immigrant and refugee students in the U.S.—stories filled with courage, resilience, and hope. For me, it’s a reminder that behind every evaluation and every IEP meeting, there’s a child navigating experiences that go far beyond school walls.

✨ Quiz time! How well do you know your IEP basics?

There are different types of IEP meetings (initial, review, amendment), but one thing is required for every child with an IEP: the Annual IEP review.

📅 Schools must hold this meeting at least *once every year*—scheduled on or before the “annual due date” listed on your child’s current IEP. (It can be held on the date or earlier, but never after the due date has passed.)

👉 Fun fact: The 3-year reevaluation is a separate requirement—that’s why “every 3 years” can feel confusing. But the Annual IEP must always happen once every yearl, no matter what.
