Hillary Hartung, PA-C, brings over 7 years of healthcare experience that began as an Infectious Diseases PA-C at Eastern Virginia Medical School.

She graduated from Washington & Jefferson College with a degree in Psychology. Upon graduation, Hillary worked with patients as a mental health technician and clinical laboratory technician. She then completed the EVMS PA Program in 2017, beginning her healthcare provider journey shortly afterward, specializing in HIV care management.

Hillary is passionate about providing stigma-free, judgment-free, culturally competent, and clinically effective health care to all patients.

NPS Healthcare Condemns Supreme Court Decision in U.S. v. Skrmetti and Urges Support for Transgender Youth

FOR IMMEDIATE RELEASE
June 19, 2025

Brentwood, TN – Today, the U.S. Supreme Court’s 6–3 ruling in U.S. v. Skrmetti upheld Tennessee’s ban on gender-affirming care for minors, including puberty blockers and hormone therapy. The Court agreed with parts of the Sixth Circuit’s opinion that allowed the law to take effect, holding that Tennessee’s SB1 does not draw a s*x-based (or a trans status-based) line and thus only necessitates deferential review by the courts. That means SB1 can remain in effect.

Notably, however, the decision is based on the record in and context of the Tennessee case and therefore does not extend to other cases concerning discrimination based on transgender status. However, this ruling could set a precedent potentially affecting 25 states and approximately 300,000 transgender adolescents nationwide, including over 100,000 transgender people under 18 who live in a state with a ban on their health care

NPS Healthcare stands firmly with the transgender community and opposes government interference in medically recommended care.

Alarmingly, transgender youth in the U.S. face significantly elevated su***de risks. Studies show that:

🏳️‍⚧️ 82% of transgender individuals have considered su***de, and 40% have attempted it, with risk particularly high among youth
them.

🏳️‍⚧️ Transgender youth are more than four times as likely to attempt su***de compared to their cisgender peers.

🏳️‍⚧️ Roughly 30% of transgender high school students reported a su***de attempt in the past year—far exceeding the ~5% rate among cisgender male students.

Research from The Trevor Project indicates that in states enacting anti-trans laws, youth su***de attempts surged by up to 72% in the second year following such legislation.

These figures are not abstract—they illustrate a life-and-death crisis.

Medical experts strongly affirm that gender-affirming care saves lives. Research published in JAMA Pediatrics reveals that puberty blockers are associated with a 73% reduction in suicidality among trans youth. Likewise, hormone therapy correlates with significantly lower rates of depression and suicidal ideation.

"NPS Healthcare stands unwaveringly with the transgender community and their constitutional right to live openly and authentically as the gender they identify with or express. For minors, decisions about gender-affirming care should rest with families and medical professionals—not government mandates. With appropriate parental consent, it is the individual’s right—and the family’s responsibility—to determine the best course of care. We reject this Supreme Court decision, which endangers vulnerable youth by allowing the government to undermine both parental rights and medical authority."

NPS Healthcare calls for:

🏳️‍⚧️ Parental and medical autonomy, ensuring decisions are made by families and clinicians, not politicians.

NPS HEALTHCARE CONDEMS VA'S DECISION TO END GENDER-AFFIRMING CARE

Brentwood, Tennessee, March 18, 2025 – NPS Healthcare strongly condemns the U.S. Department of Veterans Affairs (VA) recent decision to phase out gender-affirming medical treatments for transgender veterans not already receiving such care. This policy shift is not only a betrayal of the VA’s duty to provide comprehensive care to those who have served but also a direct affront to the well-being of transgender veterans who rely on these essential services.

As a healthcare provider with a clinic in Norfolk, Virginia, located at the LGBT Life Center, NPS Healthcare is deeply concerned about the impact this decision will have on transgender veterans in the region. Norfolk is home to Naval Station Norfolk, the world’s largest naval base, with over 82,000 active-duty military personnel and more than 29,000 civilian employees. Many of these service members and veterans depend on access to inclusive, affirming healthcare.

"The VA’s decision is a step backward in the fight for equitable healthcare for all veterans. Transgender service members have risked their lives for this country, yet the very institution tasked with their care is now turning its back on them. Denying medically necessary treatments based on political ideology rather than scientific evidence is unacceptable, " stated John D. Winnett, Co-founder & CEO. "At NPS Healthcare, we remain committed to providing inclusive, affirming, and evidence-based healthcare for all, especially those who have served our nation.”

The VA’s new policy comes in the wake of President Trump's executive order defining s*x as strictly binary, which has led to widespread rollbacks of protections for transgender individuals. However, leading medical authorities—including the American Medical Association(AMA), the American Psychological Association (APA), and the World Health Organization (WHO)—have long recognized that gender-affirming care is essential to the mental and physical well-being of transgender individuals.

NPS Healthcare urges the VA to reverse this harmful policy and recommit to its mission of serving all veterans, regardless of gender identity. In the meantime, we will continue to stand as a trusted healthcare provider for the LGBTQ+ community, ensuring that transgender veterans and service members in Norfolk and beyond receive the care they deserve.

Today is not just a day to celebrate Martin Luther King, Jr., as a brave and relentless civil rights leader. It is also the day we inaugurate Donald J. Trump as the 47th President of the United States during our nation's 60th presidential inaugural ceremony. Political differences aside, they each represent ideologies and demonstrate starkly different philosophies on how one should serve their country.

Let this day serve as a warning to all Americans that we, the people, are responsible for speaking up when others are silent to ensure that ALL Americans, not just a few, enjoy the same rights and liberties as everyone else. We are also responsible, not just any single person or elected official, but as a collective people, for protecting our democracy and ensuring its safety for years to come for ALL Americans.
