Pennsylvania Council of Children, Youth and Family Services (PCCYFS) The Pennsylvania Council of Children, Youth & Family Services is a statewide organization of private provider agencies.

Our members are the service providers who provide the direct "hands-on" programs and supports needed to achieve and maintain permanency and safety for children and youth and stability for families. The safety and well-being of Pennsylvania's children and their families have long been held as priorities by private agencies who share a deep commitment to keeping children safe, families strong, and communities involved. Today, the Pennsylvania House and Senate approved the 2025–2026 state budget, ending a four-month impasse. The $50.09 billion plan increases funding for key priorities without using the Rainy Day Fund.

✅ $565M more for public school funding
✅ $100M for school safety & mental health
✅ $9.5M increase for Pre-K Counts
✅ $747M (8%) increase for MA Managed Care
✅ $154M (6.1%) more for Intellectual Disabilities Waiver
✅ $13M (7%) more for Early Intervention
✅ $62M for Violence Prevention

Over the past months, PCCYFS has been a strong advocate—meeting with lawmakers, working with partners, and sharing providers’ stories in the media to make sure children’s services weren’t forgotten.

As budget debates heated up at the Pennsylvania Capitol this week, our members were focused on the real impact this impasse is having on vital services for children and families across the Commonwealth. Erin Chick, Executive Director of Common Sense Adoption & Foster Care and proud PCCYFS member, shared: “While lawmakers debated under the dome, we spent our week crunching the numbers and confronting the serious challenges that come with a 101-day budget delay. Our mission is to provide stability and hope for children and families, but every day that passes without funding makes it harder to do this work and creates new costs for our organization—and those we serve.” Read more:

The Pennsylvania Council of Children, Youth & Family Services is a statewide organization of private agencies. Our members are the service providers who provide the direct "hands-on" programs and supports needed to achieve and maintain permanency and safety for children and youth and stability for families. The safety and well-being of Pennsylvania's children and their families have long been held as priorities by private agencies who share a deep commitment to keeping children safe, families strong, and communities involved.

The Council does not provide direct services to children nor does it oversee placement of children. Please report any concerns involving abuse, and/or the care /welfare of a child directly to ChildLine at: 1-800-932-0313 or on line at www.KeepKidsSafe.Pa.gov
