Thanks to a plea from Helen Keller, the NC legislature passed a bill establishing the State Commission for the Blind on March 5,1935. This new agency was given authority to administer statewide programs for people with significant vision loss and beneficiaries included people “totally or partially blind, or anyone whose eyesight is so seriously affected that he cannot see to read even with the aid of glasses” and who had resided in our state for at least two years.

Today, the agency is called the NC Division of Services for the Blind (DSB) and they provide vocational rehabilitation and independent living services to residents who are blind and visually impaired.

We are pleased to announce the addition of Heather Bell, OD, our newest staff optometrist. She will provide patients with primary eye care, with a focus on diagnosing and treating eye disorders as well as providing optical and contact lens services. She will be based in Horizon’s Cotswold, Huntersville and Pineville offices.
