AARC has been working with the Council of State Governments (CSG), and the Department of Defense (DoD) to support the mobility of respiratory therapists through the development of a respiratory care interstate compact. This additional licensing pathway will facilitate multistate practice among member states and reduce the barriers to license portability. Model state legislation to establish this compact has now been finalized and is available for state introduction. AARC will be working with the State Affiliates to get the legislation introduced in the states.

What the Does:

💚Removes oxygen from Medicare’s competitive bidding program so suppliers can offer all delivery types, including liquid oxygen.
💚Creates a service benefit for to assist patients at home.
💚Establishes a Patient Bill of Rights and standardized documentation to make oxygen care patient-centered and consistent.

🏃‍♀️‍➡️Why It Matters: Too many patients are being forced to use heavy tanks that don’t meet their needs. This bill works to improve access to portable, high-flow options that restore independence and mobility.

💡What You Can Do!

📞📧Call or email your Representative and Senators ask them to cosponsor the SOAR Act (S. 1406 / H.R. 2902).

💬Share your story about how oxygen access affects you or your patients.

📨Thank lawmakers who already support the bill: Mark Warner (D), also a co-sponsor of the bill. HR: Jennifer L. McClellan (D), Donald Beyer (D), and H. Morgan Griffith (R)

✈️In September, over 100 advocates held 275 meetings in one day during AARC’s Fly-In proving the power of your voice. Let’s keep that momentum going!

Visit American Association for Respiratory Care - AARC's website for resources, sample messages, and updates. Together, we can make oxygen access fair, flexible, and patient focused.

Help make oxygen access fair and patient-focused! Support the SOAR Act (S.1406/H.R.2902) to remove barriers for those who depend on supplemental oxygen. Better care, more options, and greater independence start with your voice—contact your lawmakers and share your story today!
