One of the main questions I get about hexing is, "Won't the Rule of Three come back to bite me in the butt?" It's definitely understandable to have concerns, so here's what I tell clients.
First, the Rule of Three is a Wiccan belief that has been making its rounds through the witchcraft community since the 70s. And since I'm not a Wiccan, I don't believe in it. (You don't have to be a Wiccan to follow the Rule of Three, if you want. I just don't.) Remember: Wicca is a religion, and it's not fair to hold people who don't follow a certain religion to its rules.
Second, my hexing practice IS a part of my faith practice. There are deities involved with hexes and curses- namely, Hekate, Hades, and the Arai. I don't expect clients to believe in or worship those deities, but I do invoke them in my practice. (I never expect clients to perform any type of prayer or spiritual ritual. I just give them the talisman to bury or a candle to burn, and that's that.)
Third, there is the matter of coin. Witches in Medieval Europe asked for clients to cross their palms with silver before receiving a reading. This not only ensured the witch was getting paid, but it also absolved the client of any spiritual debt the working could potentially incur. I use a similar principle in my practice- even if you do believe in the Rule of Three, the ritual of payment negates your involvement.
As a general rule, I always cancel a working if a client starts worrying that karma or the Rule of Three is starting to backfire on them. Therapeutic magic is nothing without consent and comfort on the part of the client. Have any more questions? Shoot me a DM and I'll answer right away!
