The Community Doula Program has trained 150+ doulas who speak 10+ languages and supported 1,400+ Medicaid families—lowering C-section rates and achieving near-universal breastfeeding initiation.
However, Oregon’s Medicaid infrastructure is currently struggling. The 16 coordinated care organizations that fund programs like ours achieved essentially break-even budgets in 2024 and are cutting grant programs across the state. Medicaid covers doula care for one family—but not the infrastructure that makes care possible.
But our communities are not giving up. CDP doulas are organizing, training, and serving families with fierce determination. The question is whether we'll resource that leadership at the level it deserves.
