With Halloween coming up, it might be tempting to let your child sample their candy haul in the car before they get home. While there are no laws against eating in the car, food—especially halloween candy—can be a choking hazard. Plus, it might be harder to spot the signs of choking if you're focused on the road, so save your treats until you get home this year.

Remember, always check all your child’s Halloween candy to make sure it’s safe!

Halloween should be scary for the right reasons: haunted houses, spooky movie nights, and cool costumes. Keep a day full of sweet treats from going sour. It’s important to stay alert and be safe both as a driver and pedestrian this Halloween. ⁠Check out these tips:

For Drivers:
🛣️ Be especially alert and take extra time to look for kids at intersections, on medians and on curbs. Children are excited on Halloween and may move in unpredictable ways.

🏘️ Slow down in residential neighborhoods. Remember that popular trick-or-treating hours are 5:30 to 9:30 p.m.

📵 Reduce any distractions inside your car, such as talking on the phone or eating, so you can concentrate on the road and your surroundings.

For Pedestrians:

🔦 Have kids carry glow sticks or flashlights to help them see and be seen by drivers. Cross the street at corners, using traffic signals and crosswalks. Look left, right and left again when crossing and keep looking as you cross.

📵 Put electronic devices down, keep heads up and walk, don’t run, across the street.

🚗 Watch for cars that are turning or backing up. Teach children to never dart out into the street or cross between parked cars and be especially careful around driveways and alleys.

🚸 Join kids under age 12 for trick-or-treating. If kids are mature enough to be out without supervision, tell them to stick to familiar areas that are well lit, stay on sidewalks if available, and trick-or-treat in groups.

Boil Water Advisory Issued for the City of Council Grove and Morris Co RWD 1, Morris County

TOPEKA –The Kansas Department of Health and Environment (KDHE) has issued a boil water advisory for the City of Council Grove and Morris Co RWD 1 public water supply systems located in Morris County.

Customers should observe the following precautions until further notice:

•Boil water for one minute prior to drinking or food preparation or use bottled water.
•Dispose of ice cubes and do not use ice from a household automatic icemaker.
•If your tap water appears dirty, flush the water lines by letting the water run until it clears.
•Disinfect dishes and other food contact surfaces by immersion for at least one minute in clean tap water that contains one teaspoon of unscented household bleach per gallon of water.
•Water used for bathing does not generally need to be boiled. •Supervision of children is necessary while bathing so that water is not ingested. Persons with cuts or severe rashes may wish to consult their physicians.

The advisory took effect on October 24, 2025 and will remain in effect until the conditions that placed the system at risk of bacterial contamination are resolved. KDHE officials issued the advisory because of high turbidity at the Council Grove water treatment plant. High turbidity can lead to a loss of chlorine residuals and bacterial contamination.

Regardless of whether the public water supplier or Kansas Department of Health and Environment (KDHE) announced a boil water advisory, only KDHE can issue the rescind order following testing at a certified laboratory.
