The Cumberland Police Department is proud to partner with Assertive Community Treatment (ACT). ACT is a program of Archway Station, Inc. and the Maryland Behavioral Health Administration.
A large portion of the calls for service handled by the Cumberland Police Department involve individuals facing mental health challenges. This partnership provides another critical tool in our toolbox, enhancing our ability to respond effectively while continuing to make Cumberland a safer place to live, work, and visit.
In the City of Cumberland, the ACT program plays a vital role in supporting individuals living with serious mental illness. Using a hands-on, team-based approach, ACT delivers direct, community-based care—meeting individuals where they are and helping them manage daily life safely and successfully.
Through this partnership, the Cumberland Police Department, the Joint 911 Communications Center, and ACT are working together to provide compassionate, proactive responses while connecting individuals to the services they need. This collaboration reduces crises, strengthens trust, and helps ensure the right resources are delivered at the right time.
From mental health services and crisis intervention to medication support, housing assistance, and life skills development, ACT is making a meaningful impact across our community.

Assertive Community Treatment (ACT) Team Co-Occurring Counselor

• Participate in agency employee meetings and daily ACT team meetings.
• Take part in a rotation of on-call for the ACT caseload evenings and weekends as scheduled.
• Ensure that all programmatic and physical environment issues are in accordance with agency policies and administrative regulations as appropriate.
• Assist in the coordination of services received from other community agencies.

The Supported Employment Specialist will provide support to people with serious and persistent mental illness who live in Allegany and Garrett Counties to help them obtain and maintain employment opportunities of their choice. The goal is to assist people referred by DORS in finding employment within 30 days. You will teach people about resume writing and interviewing skills. You must have the ability to manage multiple people's employment goals and work placements. You will work closely with DORS, employers, and the person's treatment team. Good communication skills are a must.

The Residential Rehabilitation Specialist position will be responsible for the quality and quantity of all rehabilitation/recovery services provided for the Residential Rehabilitation Program (RRP) in Allegany and Garrett Counties as well as the overall management and oversight of the Recovery Housing Program for Women with Children (RHPWWC).

DUTIES
• Oversees the referral/intake process. Meets with new service users to complete the Intake Assessment. Completes authorization of services process as requested by the Behavioral Health Program Director (BHA PD). Assigns new service users to teams based on relevant information. Occasionally conducts First Day of Service Meetings and develops Initial Individual Rehabilitation/Recovery Plans (IRPs).
• Oversees the exit process for all people using RRP services. Works with Team Leaders (TLs)/Team Coordinators (TCs) to ensure exits are complete, and that protocols for ending services are followed.
• Maintains a presence in the homes regularly to ensure compliance with standards and service users comfortability with Residential Rehabilitation Specialist. Oversees and provides services required by RRP/RHPWWC regulations and covers shifts (if all other avenues have been exhausted).
• Collaborates with the Local Behavioral Health Authority. Is the main point of contact for residential services. Ensures operations, which allow the program to pass all planned/unplanned inspections/audits.
• Monitors RRP and Recovery Housing Programs for Women with Children. A summary of duties includes: ensures service targets and rehabilitation/recovery outcomes are met and reports progress; conducts quality assurance; reviews and approves IRPs; completes and enters reauthorizations as requested; provides guidance and oversight to TLs/TCs on quality assurance and improvement planning on the IRPs; ensures the planning and documentation are in accordance with regulatory standards and meet the needs of the individuals; advises the BHA PD regarding development and implementation of services that reflect the needs of the individuals; educates staff on how to document the correlation between rehabilitation/recovery activities and the goals identified in the IRP; completes quarterly chart reviews; follows-up with Critical Incident Reports.
• Develops and maintains professional and collaborative relationships with hospitals and medical providers in the community to offer comprehensive services to service users. Completes monthly reports including the BHA report and the Environmental Report. Maintains performance measurement database, ensuring its accuracy. Analyzes quality and quantity of services. Oversees the Residential Rehabilitation Program budget and the Recovery Housing Program for Women with Children budget; ensures all purchases are needed and follows established agency fiscal procedures; ensures budget targets are met.
AUTHORITY: Position reports to the Behavioral Health Program Director. Works directly with all residential supervisors and staff, as well as community providers.

The Early History of Archway Station (1979-1984)
In January of 1979 staff representatives of the Allegany County Mental Health Center and the Thomas B. Finan Center met to discuss Allegany County's need for a hospital-to-community transitional program for psychiatric patients. A task force was selected from representatives of the initial group. The primary responsibility of the task force was to develop a community-based psychosocial rehabilitation center. A consultant (Mr. Grady O'Rear) was hired by the State Regional Office to aid in the development of this program and a task force of representatives from mental health service providers was formed. The task force decided to follow the guidelines of the internationally-known Fountain House program of New York City. Therefore, the initial organization of Archway Station began in the second half of 1979.
Through the use of loaned staff, vehicles, and supplies from the Allegany County Mental Health Center and the Thomas B. Finan Center, a program was started. Initial members came to the program in the summer of 1979 from the Allegany County Health Department Day Treatment Program and the Thomas B. Finan Center. For several months this group of approximately eight persons met at the Mental Health Center and did recreational activities at the Finan Center.
In November of 1979, the group moved into the basement hall of St. John's Lutheran Church, 406 Arch Street, Cumberland, MD. The people using the service, originally referred to as “Clubhouse members”, chose the name “Archway Station”. The name chosen was likely influenced by the architecture of the church, as well as its Arch Street location – and remember Mr. O’Rear was from Way Station! Thus began the development of a private, non-profit organization. A Board of Directors was established and Articles of Incorporation were written and approved on April 4, 1980; Archway's official birthday.
The Articles read in part:
This Corporation is organized…for the purpose of providing services to a segment of the community which includes persons discharged from mental health facilities with severe mental illness…by shifting the focus of service from individual pathology to individual function…to encourage and develop the natural folk support system…and to operate a re-socialization center.
These purposes are largely still relevant four decades later.
FY '81 was Archway's first official year as an incorporated Agency. In August 1980, the Western Maryland Consortium awarded a major funding grant to Archway Station and six staff persons were hired. This Consortium grant was a tremendous boost to the Agency since funding from DHMH that year was minimal. Ms. Denise VanDermar was hired as Executive Director of the fledgling Agency.
Toward the end of FY '81, the Consortium money ran out and the staff of Archway Station was, for all intents and purposes, gutted. It was a very difficult time for everyone and the Agency survived only because of the hard work and dedication of a handful of people who believed in community-based support programs.
The Agency faced FY '82 with a suddenly depleted staff and a DHMH budget of $21,354 (this was later supplemented by a grant of $16,126). An Executive Director was hired and in an effort to bring new funds to the Agency, Project Home apartments were opened. Unfortunately, through lack of financial planning and sound management, the introduction of Project Home only further complicated the Agency's already troubled financial picture and the Executive Director resigned in the spring of 1982, with the position left vacant for several months and with the Agency operating in the red week after week. The second half of FY '82 was, perhaps, the most difficult time in the Agency history.
In response to the crisis that the Agency was going through, the Board of Directors reorganized and advertised for a new Executive Director. Mr. Lou Van Hollen was hired on July 1, 1982. The new Director and the Agency Board worked together to stabilize the Agency and put it back on good footing, both financially and operationally. At the end of that first fiscal year, the Project Home budget had stabilized and was in the black by $5,165; and the DHMH budget had increased. In addition to the stabilization of the operational budgets, Archway also purchased the former Wendt Funeral Home that year for $125,255. Suddenly the Agency’s growing pains seemed a thing of the past and FY '84 was approached with a new attitude.
FY '84 was another good year for the Agency and Archway moved its base of operations from St. John's Church to their newly acquired building in the spring of that year and a new feeling of permanency pervaded the Agency.
That’s our history but there’s a lot of story between those early years and the present. We’ve grown and learned a lot along the way but we’ve brought our morals, values, ethics, principals and mission with us each year.
