🌎 Rare languages shouldn’t mean higher compliance risk.

Under Section 1557, healthcare providers are required to offer meaningful language access to all LEP patients — no matter how uncommon the language. But when it comes to rare languages, operational gaps can quickly turn into audit findings, complaints, and costly fines.

In our latest blog, we break down:
✔️ The compliance risks tied to rare languages
✔️ Practical strategies to mitigate audit exposure
✔️ Documentation best practices to stay OCR-ready

If your organization accepts federal funding, this is a must-read.

The first quarter of 2026 is off to a great start, and our team is focused on one critical mission: helping organizations in healthcare, government, and other highly regulated industries strengthen their multilingual communication infrastructure. As operational timelines compress, AI adoption accelerates, and regulatory scrutiny increases, we are committed to delivering insights that help you reduce risk, improve coordination, and build systems that are secure, scalable, and accountable.

In this month’s edition of Signal in the Noise, Avantpage's Newsletter, we examine the rapid advancement of AI translation and what it means for governance and quality assurance in regulated environments. We break down the operational impact of new CMS prior authorization timelines and explore how proposed federal legislation, including the Language Access for All Act, is reinforcing accountability standards for language access services. We also highlight the shift toward centralized interpreting platforms, the growing compliance risks tied to rare languages, and Avantpage’s achievement of SOC 2 Type II compliance as part of our commitment to enterprise-grade security and reliability.

📢 New U.S. federal guidance on telehealth language access highlights a crucial development for healthcare providers and language service stakeholders.

The recently passed Supporting Patient Education And Knowledge (SPEAK) Act of 2025 directs the U.S. Department of Health and Human Services (HHS) to establish formal guidance on best practices for language access in telehealth, in collaboration with industry experts. Specifically, the Act requires HHS to “issue and disseminate” guidance on best practices for five key areas of healthcare telecommunications as they relate to LEP patients. These areas include:

🔹 Integrating interpreters into telehealth interactions
🔹 Providing clear instructions for accessing telehealth platforms
🔹 LEP accessible patient portals
🔹 Integrating platforms for multi-party calls to facilitate video-remote interpreting
🔹 Multilingual patient communication

Is you organization rethinking their language access strategy in light of increasing regulatory scrutiny?

As documentation, validation, and audit expectations grow, manual multilingual workflows built on emails and spreadsheets can quickly become a liability. Limited visibility, inconsistent tracking, and scattered approvals make it difficult to answer the question that matters most: "Can you prove compliance?"

AvantPortal, our secure translation management platform, is designed to bring traceability, compliance, and efficiency to every project. From request and approval to delivery and invoicing, every step is documented, auditable, and easy to manage — so your team can move faster while staying fully accountable.

🗣️ Language access expectations have changed.

What used to be considered operational best practice is now subject to documentation, validation, reporting, and audit scrutiny.

For health plans, the real question is:
Is your multilingual workflow built to withstand that scrutiny?

Many organizations still rely on manual, email-based processes:
❌ Disconnected drafting and translation
❌ Back-and-forth edits
❌ Approvals buried in inboxes
❌ Limited visibility and version control

That model wasn’t designed for traceability or real-time accountability.

Modern multilingual workflows look different:
❇️ Centralized templates
❇️ Automated routing
❇️ Digital approvals
❇️ End-to-end audit trails
❇️ On-time, measurable delivery

This isn’t just about efficiency. It’s about proof.
When stakeholders ask, “Can you prove compliance?” the answer shouldn’t depend on searching through inboxes.

At Avantpage, we help health plans build smart, fast, and audit-ready multilingual communication workflows.
If you're rethinking your language access strategy, we are here to help!

In 2024 and 2025, CMS (Centers for Medicare & Medicaid Services) and the Department of Health and Human Services (HHS) finalized major regulations that significantly tightened language access compliance.

The landscape has shifted from "recommendations" to mandatory data collection, validation, and specific reporting protocols.

🤖 🏢 OpenAI and Google have both positioned their newest translation tools, OpenAI’s GPT-Translate and Google’s Gemini 3 Pro-powered system, as major leaps forward in AI translation. However, these claims are presented with impressive marketing language but without transparent evidence that the language services industry can independently evaluate.

For a sector built on verifiable linguistic quality, clear benchmarks and disclosure of limitations are essential, and currently underemphasized in both offerings.

Choosing the right simultaneous interpreting service can make or break your event. 🎧🌍

If you need interpreting services, working with a trusted Language Service Provider like Avantpage ensures everything runs smoothly, from matching you with the right interpreter to managing the required equipment.

Here’s what to look for when selecting a provider:
🔹 Interpreter vetting: Simultaneous interpreting requires advanced training. Look for experienced professionals with formal education or certifications (such as NBCMI for medical settings).
🔹 Industry expertise: Make sure the provider understands your field; healthcare, legal, corporate, and more all require specialized knowledge.
🔹 Technology & preparation: Proper equipment and thorough preparation are essential for accurate, seamless communication.
🔹 Team coverage: For long sessions, multiple interpreters are a must to ensure quality and avoid fatigue.

At Avantpage, we handle the details, so you can focus on clear, confident communication.

🏛️🏥Human expertise + smart technology for Regulated Multilingual Communication
For government and healthcare organizations, multilingual communication isn’t about speed alone; it’s about accuracy, compliance, security, and accountability.
AI has changed how translations are produced, but in regulated environments, value comes from how AI is governed, integrated, and controlled across the entire workflow. That’s why human expertise is not optional: it’s foundational.

At Avantpage, we scale AI beyond translation engines to the full language services lifecycle, building technology designed for high-volume, mission-critical communications. Our solutions are purpose-built to support:
🔐 Data security, privacy, and regulatory compliance
📋 Auditability and traceability across every step
🔗 Seamless integration with existing government and healthcare systems
📈 Scalable workflows that reduce risk while improving efficiency

This isn’t about word count, it’s about bridging the gap between AI capability and institutional responsibility. By combining advanced automation with expert human oversight, we help organizations communicate clearly, consistently, and safely across languages.

In environments where trust, compliance, and outcomes matter most, AI must be accountable, and humans must stay in the loop.

🗣️ Language Access in 2026: Compliance Isn’t Optional Anymore

Federal, state, and international regulations are raising the bar on language access; and regulators are paying closer attention to how organizations execute, not just what they document. From new federal rules to tighter state mandates and global accessibility standards, language access is quickly becoming a core operational requirement for government and healthcare organizations.
In our latest blog post, we break down what’s changing and what regulated organizations must operationalize now to stay compliant in 2026.
