At a Feb. 2 announcement, Health Secretary Robert F. Kennedy Jr. and federal health officials laid out β€œAction for Progress,” a bipartisan mental health and addiction plan that’s unusually specificβ€”money, programs, and where it’s meant to show up. The headline moves: a $100 million β€œStreets” pilot designed to keep people from cycling between sidewalks, ER visits, jails, and shelters by connecting them to treatment, housing, and jobs; $794 million to states (including $319 million for community mental health services and $475 million for substance-use prevention and recovery); $10 million to expand court-ordered assisted outpatient treatment for adults who meet clinical criteria; and a policy shift allowing states to use federal funding for FDA-approved medication-assisted treatment when a parent’s substance use puts a child at immediate risk of entering foster care. For everyday Americans, this matters because it’s aimed at the β€œbefore” momentsβ€”before the overdose, before the arrest, before the family falls apartβ€”and it treats recovery as something that can be built through consistent support, community, and practical steps.
