The focus of today's event was on contemporary initiatives, topics, and challenges at the local, state and national levels and we are grateful to all our speakers who took the time to share their knowledge and expertise with us, including our very own Dr. Brad Raetzke, Ohio ACEP Past President and EMS Committee Chair.

Today in the House Health Committee, Ohio ACEP Past President, Dr. Ryan Squier, testified in support of SB 137, https://www.legislature.ohio.gov/legislation/136/sb137. Senator and physician Terry Johnson introduced Senate Bill 137 (https://www.legislature.ohio.gov/legislation/136/sb137) to require hospitals to provide overdose reversal drugs, like naloxone. This initiative is championed by The Naloxone Project and supported by Ohio ACEP. The bill was unanimously passed by the Ohio Senate earlier in this General Assembly.

Yesterday afternoon, Senator Susan Manchester delivered sponsor testimony on SB 165 before the Senate Financial Institutions, Insurance and Technology Committee.
This is priority legislation for Ohio ACEP. It prohibits insurers from denying claims based solely on “diagnosis code or impression, current ICD code, duration of an appointment as deemed clinically necessary by the enrollee's provider or select procedure code relating to the enrollee's condition.” Clarifies that the prudent layperson standard includes mental health conditions. Specifies that health plans shall not require patients to self-diagnose. Specifies that insurers “shall not reduce or deny a claim for reimbursement based on the absence of an emergency medical condition if a prudent layperson with an average knowledge of health and medicine would have reasonably expected the presence of an emergency medical condition.”
Today, Ohio ACEP-supported Senate Bill 137, sponsored by Senator and physician Terry Johnson, passed unanimously out of the Senate Health Committee!
Earlier this year, Ohio ACEP members Dr. Michael McCrea and Dr. Jim Neuenschwander testified in support of this important legislation, which would require hospitals to provide overdose reversal drugs, such as naloxone. Championed by The Naloxone Project, the bill also allows hospitals to seek reimbursement for these medications.
Next stop: a full Senate vote!

Ohio ACEP is now active in legislative and judicial matters, and its influence allows the organization to hold the line against bad policy that would weaken emergency care in Ohio. The Chapter’s perspective is sought by candidates and elected officials alike, and many of its members are state and national leaders in their field. Physicians from around the world attend Ohio ACEP’s acclaimed educational offerings.
In the nearly five decades since its charter, Ohio ACEP has gone from a small band of physicians to nearly 1,600 attendings, residents, and medical students across the state. As members of the Chapter look back on a half-century of service to the state’s emergency physicians, Ohio ACEP stands ready to tackle the challenges and opportunities that lie ahead.
