As Victoria’s Chief Paramedic Officer, Dr Louise Reynolds is an Associate Professor in Paramedicine (ACU) and adjunct Professor (La Trobe University). Beginning her paramedicine career as a student paramedic with SA Ambulance Service, she has then transitioned to academic, research and leadership roles in Australia, UK and SE Asia. She is recognised as Australia’s first female paramedic with a doctoral degree that focused on paramedicine workplace culture.

During her keynote address at the 2025 IRCP event, her presentation focused on 'Policy perspectives on integrating community paramedics into rural primary care settings'. In Australia, Community paramedicine (CP) has the potential to address primary care needs in vulnerable populations. Given that registered paramedics are currently the only health workforce in oversupply, CP roles offer an alternative career opportunity outside of jurisdictional ambulance service settings.

In paramedicine, creating specialist roles and credentials often carries political weight, helping to establish distinct professional identities. Generalist paramedics have traditionally been seen as the backbone of the workforce, though they lack the unique knowledge and status of specialists. Community paramedicine, however, can be viewed not as a specialisation but as a distinct domain of practice with its own specialised knowledge and methods. Community paramedicine involves a different focus of care provision to traditional ambulance-based practice, although the two areas of practice intersect.

Desiree O'Brien of NSW Ambulance took to the podium this year at , where she discussed the Howlong Community Emergency Response Team.

Since commencing operations in October 2023, they have completed 142 responses to 000 calls for ambulance assistance (10/02/25) and have arrived before paramedics in 139/142. For the community, Howlong CERT have provided initial clinical care to their patients in 98% cases, leading to improved health outcomes for the community.

The project’s success means Howlong has now formed the blueprint for future CERT initiatives in identified locations across NSW.

This year at IRCP, we were honoured to welcome A/Professor Alan Batt, Monash University. In his presentation, 'Developing the Community Paramedicine Needs Assessment Tool', he explained how community paramedicine programs have existed since the early 2000s, and while resource optimization remains a predominant driver, innovation in recent years demonstrates that when community paramedicine is integrated into healthcare, it is well-positioned to meet the needs of structurally marginalized communities by focusing services for those facing barriers to accessing equitable care.

He described how his team conducted a document analysis of existing community needs assessment resources, including 38 documents to identify gaps, then presented a draft toolkit to 112 community paramedicine experts and partners, receiving 33 detailed group feedback responses to refine it.

Ultimately, the CPNAT (“Community Paramedicine Needs Assessment Tool”) was developed to guide community paramedicine programmes to better meet real community needs.

This year at the International Roundtable on Community Paramedicine (IRCP), we were privileged to welcome Kevin Deramus Agency Chief for Washington County EMS, in rural Texas. His presentation, 'Creating "Unreasonable Expectations" within Community Paramedic Models', explored how community paramedic programmes since inception have been innovative by their very natures.

However, most have followed a very reasonable and expected delivery model. Kevin demonstrated how, now more than ever, leadership of these programmes must understand that “unreasonable” programme leadership is what allowed these programmes to thrive and be more than successful in today’s climate.

This year at IRCP, we were honoured to welcome Grant Hocking from Ambulance Victoria. In his presentation “Portable stroke imaging improving equity of care and better patient outcomes”, he spotlighted how the Australian Stroke Alliance is turbocharging the transformation of pre‑hospital stroke care.

Thanks to ultra‑lightweight brain‑imaging devices, essential scans can now be captured at the scene, helping to ensure faster, more accurate diagnoses via telehealth and ultimately bringing time‑critical stroke treatment to every patient, no matter their postcode.
