Today we honored Dr. Lyle Best for his years of service & research ❤️

Lyle Best, MD | Strong Heart Study , Missouri Breaks Industries Research Inc & Turtle Mountain Community College

Dr. Best grew up in North Dakota and began his professional career with the Indian Health Service (IHS) in 1977, for the first 16 years as clinical director of the hospital at Belcourt, ND and later for 5 years as Maternal Child Health
consultant, responsible for 19 facilities in the region.

Retiring from IHS in 1998, Dr. Best spent a year in Winnipeg, Canada in both the DNA Diagnostic Laboratory and in the regional genetic counseling clinic. From 1999 through 2013 he taught genetics at Turtle Mountain Community College
(TMCC). He began conducting genetic and other research in the American Indian communities and from 2000 through 2017 as principal investigator for the Strong Heart Study.

Dr. Best has supervised the TMCC Genetics and Pre-eclampsia Study (GPS) since 2004. A primary goal of the GPS is training and engagement of tribal college students in an ongoing biomedical research program. Over 60 students have
benefited from this program and many have gone on to highly qualified careers in medical fields. This study was the first to report genetic variants in the C-reactive protein (CRP) gene increasing risk of pre-eclampsia.

Dr. Best also supervised a case/control study of asthma in the Cheyenne River Sioux community. In addition to published findings, an important product of this study has been a series of videos highlighting the contributions of epidemiology
and genetics to the improvement of public health for American Indian communities.

Job Summary
The Assistant Manager – Grant Processing supports the administration and oversight of grants received from federal agencies and other funding sources. This role ensures compliance with federal regulations and tribal policies while assisting in the efficient processing, monitoring, and reporting of grant-funded programs that serve the tribal community.
Key Responsibilities
• Assist in managing the full lifecycle of state, private and federal grants (application, award, implementation, and closeout)
• Review grant applications and proposals for accuracy, eligibility, and compliance with federal guidelines
• Ensure adherence to federal regulations (e.g., Uniform Guidance 2 CFR Part 200) and tribal policies
• Coordinate with universities, program managers, and external funding agencies
• Track grant deadlines, deliverables, and reporting requirements
• Maintain detailed and organized grant files, records, and databases
• Support budget tracking and financial reporting in collaboration with finance staff
• Assist in preparing progress reports, performance reports, and audits
• Monitor grant-funded programs to ensure compliance and proper use of funds
• Provide technical assistance and training on grant requirements
• Help develop and improve internal grant management policies and procedures
• Assist in responding to federal audits and compliance reviews
Required Skills & Qualifications
• Associates degree in Public Health, Business, Finance, Accounting, or related field
• 2-4 years of experience in grants management, preferably with federal programs
• Excellent organizational and time-management skills
• Strong written communication skills for reporting and documentation
• Ability to manage multiple grants and deadlines simultaneously
• Proficiency in Microsoft Office (especially Excel) and grant tracking systems

Preferred Qualifications
• Bachelor’s degree in PublicHealth, Business, Finance, Accounting, or related field
• Strong understanding of federal grant regulations.
• Familiarity with grant systems such as Grants.gov, ERA Commons, Division of Payment Management
• Experience with audits, compliance monitoring, or financial oversight
• Knowledge of indirect cost rates and federal budgeting

Work Environment
• Office or hybrid work setting within MBIRI organization.
• Regular interaction with universities, program staff, and federal agencies
• Required to travel for training, site visits, or company meetings and events.

Salary Range
• Typically ranges from $50,000 – $65,000 per year, depending on experience and funding
Additional Considerations
• Position supports programs that directly impact tribal community development, health, education, and infrastructure.
