The Pasquotank County Sheriff's Office extends our deepest and most heartfelt condolences to the North Carolina State Highway Patrol and to the family of fallen Master Trooper Steven J. Perry.

Master Trooper Perry dedicated his life to serving and protecting the people of North Carolina with honor, courage, and unwavering commitment. His sacrifice is a solemn reminder of the risks our law enforcement officers face each day in the line of duty.

We stand in solidarity with our brothers and sisters of the Highway Patrol during this incredibly difficult time. Our thoughts and prayers are with Master Trooper Perry’s loved ones, his fellow troopers, and all who had the privilege of knowing and serving alongside him.

May we never forget his service, his sacrifice, and his legacy.

Member Line of Duty Death: Master Trooper Steven J. Perry

Dear Patrol Family,

It is with profound sadness and a heavy heart that I inform you of the passing of one of our own. Master Trooper Steven J. Perry has passed away from an on-duty traffic collision while working in Durham County. Initial indications are that early this morning he was struck head-on by a wrong-way driver while traveling on NC-147. The other involved driver is also deceased from the traffic collision.

Trooper Perry was a member of the 148th Basic Patrol School and has served Durham County throughout his nearly 7-year career. During this difficult time, our thoughts and prayers are with his family, friends and fellow troopers who had the privilege of serving alongside him. We ask that you keep the entirety of his family and our Patrol Family in your thoughts.

We would like to thank the Durham County Emergency Medical Services, Durham Fire Department, Durham Police Department and the North Carolina Department of Transportation IMAP Division for their extensive assistance at the scene of this crash.

As further details become available and as a celebration of life service is planned, we will ensure that details are shared.

Chief Deputy Fogg made history as the first Black Chief Deputy in Pasquotank County, a milestone that reflects both his exceptional career and the progress of our agency. A seasoned public safety professional, his service spans multiple disciplines, including law enforcement, fire service, and criminal investigations. His depth of experience and broad expertise have been instrumental in strengthening our operations and guiding our personnel.

Throughout his career, Chief Deputy Fogg has been widely respected for his unwavering dedication to public service, his steady and principled leadership, and his genuine commitment to protecting the citizens of Pasquotank County. He leads by example — with integrity, accountability, and a clear focus on serving both the community and those who wear the badge alongside him.

Temporary Restraining Order Issued in Elizabeth City Nuisance Case

Following a prolonged period of criminal activity at a motel in Elizabeth City, the Pasquotank County Sheriff's Office (PCSO) and the Elizabeth City Police Department (ECPD) requested assistance from the North Carolina Alcohol Law Enforcement Division (ALE) in November 2025 to pursue a civil nuisance abatement action at the Whistling Pines Motel. A formal investigation was opened in December 2025.

The investigation revealed a history of illegal drug sales, drug-related overdoses, assaults, and prostitution occurring on the property. The court order places immediate restrictions on the use of the property. Specifically, the TRO prohibits the sale of the property, requires that all nuisance-related criminal activity cease, and prevents new tenants from occupying the premises pending further court proceedings.

ALE’s Nuisance Abatement Team specializes in investigating properties associated with ongoing criminal activity and making recommendations for civil enforcement actions as authorized under Chapter 19 of the North Carolina General Statutes. As a result of the joint investigation conducted by ALE, PCSO, and ECPD, Pasquotank County Superior Court Judge Andrew Womble signed a Temporary Restraining Order (TRO) against the owners and operators of the Whistling Pines Motel, located at 1151 US 17 South, Elizabeth City, North Carolina.

Chapter 19 of the North Carolina General Statutes defines nuisance activities to include, among other offenses, violations of drug laws, recurring acts of violence, breaches of the peace, and Alcoholic Beverage Control (ABC) violations. The statute provides a civil remedy to abate such criminal conduct and mitigate its harmful impact on the community.

Latoiya made history as the first Black Assistant Records Supervisor of the Pasquotank County Sheriff’s Office — a significant milestone that reflects both her professional excellence and the progress of our organization.

In law enforcement, the Records Division plays a critical role in the daily operations of the agency. In celebration of Black History Month, the Pasquotank County Sheriff's Office is proud to recognize a dedicated member of our team and a true historic trailblazer: Corporal Jeremy Purkett. 🌟

Corporal Purkett made history by becoming the first Black Corporal in our agency's School Resource Officer (SRO) Division. His commitment to the safety and well-being of our students and school staff is a vital part of our mission.

A native of Elizabeth City and a graduate of Pasquotank County High School, Corporal Purkett’s journey is one of continuous achievement:

🎖️ Service to Country: He took an oath to serve and protect by joining the United States Navy Reserve.

🎓 Academic Excellence: He holds a Bachelor's degree in Mass Communications from Elizabeth City State University and a Master's Degree in Organizational Leadership with a concentration in Homeland Security and Emergency Management.

🛡️ Law Enforcement Milestone: In 2021, he was awarded the North Carolina Advanced Law Enforcement Certificate, the state’s most prestigious law enforcement award.

Celebrating Black History Month by honoring the pioneers who lead our agency with excellence! 🌟

Today, the Pasquotank County Sheriff's Office is proud to recognize Sgt. Nakesha Carver, a true trailblazer in our community. Sgt. Carver made history as the first Black Female Corporal and Sergeant of the Civil Division here at the Pasquotank County Sheriff's Office.

Her career is defined by more than just historic "firsts." Sgt. Carver is well-known for her heart for service, often going "Beyond the Badge" to organize community outreach like the "Bags of Care" initiative for citizens in need and holiday meal deliveries.

**UPDATE** After the line of duty death of Master Trooper Stien Davis Jr. on February 22, 2026, he leaves behind a soon to be one-year-old son. A tragedy account has been set up for donations at the State Employees' Credit Union. Donations can be made by using account number 64802018 at any local branch.

Dear Patrol Family,

It is with deepest sadness that I inform you of a member’s on duty passing. Master Trooper Stien Davis, Jr. (Troop B, District 7, Robeson County) was involved in a single vehicle collision shortly after midnight this morning and was pronounced deceased.

The initial reports are that he was on duty and traveling in his patrol vehicle when he lost control of his vehicle, traveled off the road and overturned in a swampy roadside area while on NC 130. The specifics related to the cause of the collision are under investigation at this time.

Master Trooper Davis was a member of the 141st Basic Patrol School and served our state and the Robeson County area with distinction. Any forthcoming details related to his passing as well as information related to a celebration of life ceremony will be shared as we move forward.
