Richard was born on July 4th, 1969 and passed away on December 28th, 2025 at the age of 56

With profound sadness, EMSTAR shares that Rick Kimball has passed away. We join the wider community in mourning this tremendous loss. Among many other roles in our community and in his personal life, Rick was an integral part and visionary leader of EMSTAR. He has served as Chairman of the Board of Directors for several years, ensuring that the highest level of EMS education is offered in our region. His loss will be felt for a long time to come.
Rick had a vision for the future of EMSTAR that we hope to honor and fulfill.

Rick’s memorial service will be Monday, January 5, 2026 at Sullivan’s Funeral Home in Horseheads. The family will receive visitors from 15:00-18:00 with funeral services following at 18:00.

Two policies were released from the Division of EMS yesterday.
25-07 provides guidelines for reimbursement relative to EMS training and certification. This one matters quite a bit as it serves to alleviate financial pressures that may be hindrance to EMS education.
25-08 details several exciting pilot program opportunities for growing the EMS field and supporting its work in the communities.
