We’re proud to share the release of our latest report, Stretched to Capacity: The Workforce Crisis in Human Services, developed in collaboration with the University of Massachusetts Donahue Institute (UMDI)

This new report takes a close look at the state of the human services workforce in Massachusetts—from employment trends and vacancy rates to the structural challenges driving the crisis. It also explores the real impact on individuals, families, and communities, as well as how federal immigration and work authorization policies are shaping the workforce landscape.

The House Ways & Means Committee has released its $63.3B FY ’27 budget proposal — about 1.6% higher than the Governor’s plan.

Notably, the Chapter 257 Reserve is set at $175M, unchanged from the Governor’s budget, though full funding is projected to require $260M. The Administration anticipates carrying over $85M from FY ’26 to help close that gap.
