The Kentucky Rehabilitation Association (KRA) is a member organization that promotes ethical and state of the art practice in rehabilitation with the goal of the personal and economic independence of persons with disabilities. Our members include rehabilitation counselors, physical, speech and occupational therapists, job trainers, consultants, independent living instructors, students in rehabilitation programs, and other professionals involved in the advocacy of programs and services for people with disabilities

Guy Huguelet- Board Member at Large.

Guy Huguelet: The Job Guy - A Champion for Second Chances
Guy Huguelet is a seasoned human resource professional and dedicated advocate with over
35 years of experience in human capital management, workforce development, and
community leadership. He is best known as "The Job Guy" through his work with G.
Alexander HRG – The Job Guy, an organization dedicated to creating social impact
through job placement.
A Passion for People and Reentry
Huguelet's career and personal passion are centered on providing opportunity, recovery,
and hope, particularly for "second chance" people. He specializes in:
• Supported Employment
• Reentry Second Chance Employment
• Workforce Innovation Opportunity Investment
• Second Act Career Job Placement
• Executive Search and Recruitment
His commitment is evident in his founding of Jubilee Jobs of Lexington, one of Central
Kentucky’s first Second Chance employment nonprofits. He is a key figure in workforce
development, training, and placement for individuals transitioning from prison, jail, or
residential recovery treatment back into the community and supported employment
assisting individuals with most significant disabilities, driven by the purpose of "Creating
jobs, changing lives and making a difference in community."
Career Highlights
For the majority of his career, Huguelet owned and operated a full-service staffing and
human resource company in Central Kentucky. This firm specialized in a wide range of
recruitment and placement, including clerical, light industrial, professional, technical
staffing, and direct-hire recruitment across sectors such as IT, Healthcare, Engineering,
Financial, C-level, and Nonprofit business.
Additionally, Huguelet served as the President and CEO of the Public Safety Institute of
Kentucky (PSI). PSI was the sole provider of the Drive Safe Kentucky Traffic Safety
Education Program and the Take the Pledge and Save a Life Prevention and Intervention
Program. His work at PSI was focused on saving lives through safety awareness programs
dedicated to drug and alcohol prevention, distracted driving, and traffic safety awareness.
Through G. Alexander HRG – The Job Guy, he continues his mission, focusing on
innovative reentry employment programs that provide opportunity, sustenance, dignity, and hope to those seeking a second chance.

Kari Skaggs- Publication Committee Chair and Member at Large

Kari Skaggs has been with the Office of Vocational Rehabilitation since 2013, starting as an Administrative Specialist and now serving as an IT Business Analyst Senior. She brings a well-rounded background from the private sector, with experience in office administration, employment services, and manufacturing going back to her first job at 16. Her passion for inclusive employment and workforce development extends beyond her day job—she currently serves on the board of KRA as the Publication Committee Chair and is the Secretary for KY APSE.
In her personal life, Kari has two children ages 21 and 10. She enjoys spending time with family and friends.

2025 KRA Treasurer- Alan Gullett

Alan Gullett, MRC, CRC, Since November 2020 Alan has been the Division Director of the Carl D. Perkins Vocational Training Center within the Kentucky Office of Vocational Rehabilitation. The Perkins Center is a 24/7 vocational skills training facility located in eastern Kentucky, offering a vast array of services assisting Kentuckians with disabilities in becoming independent and employed. He began his career in VR with the Perkins Center 29 years ago and has worked in OVR field services as a Field Counselor and Branch Manager of East KY Blind Services. Alan has been a KRA member for more than 25 years and the KRA Treasurer since 2007.

Alan earned his Bachelors Degree from Morehead State University in Elementary Education and his Masters Degree from the University of Kentucky in Rehabilitation Counseling. He completed the Certified Public Manager and Academy of Leadership Preparation and Preparedness Program offered within the State/OVR workforce system.

KRA 2025 Secretary - Roxana Miracle

Roxana is approaching her 21st year of working at Vocational Rehabilitation. Roxana started her career with OVR as a counselor and earning her Masters in Human Services from Eastern Kentucky University and became a Certified Rehabilitation Counselor in 2005. She was a Branch Manager before becoming a Regional Program Manager for the South Region in 2019. Roxana has been a member of KRA since 2004 and has held the secretary position for several years.

💥 KRA Board Member Spotlight 💥

2025 President Elect

Ashley Hadden, MA, MRC, CRC, is the Program Administrator for Hard of Hearing and Late-Deafened Services for the Kentucky Office of Vocational Rehabilitation. She currently serves under the Deaf and Hard of Hearing Branch of Vocational Rehabilitation. Her past positions within Vocational Rehabilitation include Counselor , Communication Specialist, Mentor, and Manager. Ashley is currently located within the Kentucky Career Center in Hopkinsville.

She earned a Master’s degree in Sociology from Western Kentucky University in 2015. At that time, she was working as a special needs’ instructional assistant for a local elementary school. This is where her passion for working with people with disabilities began. At the end of her contract year, she interviewed and was hired by the Office of Vocational Rehabilitation in September 2015. In 2020, she earned a Master’s in Rehabilitation Counseling from the University of Kentucky. Shortly after graduation, she obtained her CRC.

Ashley has received the following recognitions: 2016 Rookie of the Year Award, 2016 Transitions Award (along with Tony Simning), 2017 District Case of the Year in the West Kentucky District, and 2021 Paducah District Case of the Year.

Ashley has been married to her husband, Eric, since 2020. She has an adopted 17-year-old daughter named Grace, who is currently a senior in high school. Ashley also has a fur baby named Sir Nubbins Cinnamon West, who is a miniature Australian Shepard, and manages to somehow make it into every presentation she gives. 😊
