CT lawmakers are now considering a major tax overhaul-shifting from a potency-based excise tax to a flat-rate system—in an effort to lower prices and stop losing customers to Massachusetts.
Meanwhile, Massachusetts is expanding access, doubling purchase limits to 2 ounces, while CT continues to face higher prices and tighter rules.
