For over 40 years, the Northern Virginia EMS Council provided coordination and oversight to the very large and complex EMS system in Northern Virginia. In 2024, NVEMSC made the decision to merge with the Northern Virginia Emergency Response System (NVERS), and we are pleased to announce that the merger was finalized, effective January 6, 2025. Who We Are:
NVERS is a robust emergency preparedness and response alliance of public safety and healthcare delivery systems that supports regional collaboration and capacity building in all facets of emergency preparedness. Together, the coalition is building emergency preparedness and response capabilities that can’t be achieved alone by facilitating a cross-jurisdictional and multi-disciplinary approach to preparedness. This resilient partnership of public safety systems saves lives, time, and economic resources during major emergencies and disasters in Northern Virginia. Active participants in NVERS include Fire/EMS, Law Enforcement, Emergency Management, Hospitals, Public Health, Information Technology, Public Information, Transit/Transportation, Utilities, and State and Federal partners. NVERS operates as a dynamic regional organization that excels in solving common preparedness and response challenges. How NVERS Approaches Regional EMS:
NVERS’ Regional EMS Programs provide the trusted services you’ve relied on with the EMS Council for over 40 years, with enhanced collaboration and exceptional customer service. Some examples include:
• Technical Assistance
Planning and Coordinating regional EMS Response.

• Life-saving Innovation
Facilitating the Northern prehospital whole blood program.

• Funding Opportunities
Guidance on grant opportunities for localities, such as the Rescue Squad Assistance Fund.

• Improving Patient Care
Training and continuing education opportunities, and the development of performance improvement strategies.

• Enhancing Community Preparedness
Emergency planning and preparedness activities.

• American Heart Association Training Center
With 180+ certified instructors, NVERS provides an array of certification classes for first responders.

Virginia First Responder Symposium Update

NEW FOR 2026: Public Safety Chaplaincy Track

The Virginia First Responder Symposium is expanding in 2026 with the launch of a dedicated Public Safety Chaplaincy Track — a five-day immersive program designed specifically for chaplains serving alongside police, fire, EMS, and dispatch professionals.

This 5-day track provides a comprehensive progression from foundations to practice:

Day 1 – Foundations of Chaplaincy: Ethics, boundaries, and building trust in first responder culture

Day 2 – Trauma & Crisis Response: Spiritual first aid, trauma awareness, and presence in high-stress situations

Day 3 – Practical Skills & Interventions: Death notifications, family support, and crisis debriefings

Day 4 – Community & Systems: Agency collaboration, diversity awareness, and holistic support planning

Day 5 – Integration & Commissioning: Self-care, long-term ministry planning, peer feedback, and commissioning

We are proud to feature Robin BeMiller as part of this new track. Robin serves as a Chaplain for First Responders in Stafford County, Virginia, providing spiritual care, resilience support, and trauma-informed guidance to law enforcement, fire, and emergency service professionals. Robin also serves on Stafford County Fire and Rescue Peer Support Team and is an Elder in the Virginia Annual Conference of the United Methodist Church, endorsed to serve as both a Law Enforcement Chaplain and a Fire & Emergency Services Chaplain.

Robin brings extensive experience and specialized training in crisis intervention, su***de awareness, trauma-informed care, resilience training, and mental health first aid—ensuring this track is both practical and deeply relevant for chaplains serving today.

Nation of Lifesavers CPR Storytelling Initiative

CPR Survivor Videos Needed! Join the Nation of Lifesavers and Share Your CPR Story: When someone’s heart stops, immediate CPR and automated external defibrillator use can double or even triple the chance of survival. Yet less than half of people experiencing sudden cardiac arrest receive the help they need from someone nearby.

Sharing personal stories helps raise awareness and save lives. Share your connection with CPR – survival, loss, recovery, or rescue. Every voice – every story – may inspire someone to learn CPR.
Tips for a Great Video Submission:

✅ Clarity: Clean your camera lens
✅ Framing: Eye level, centered, head and shoulders visible
✅ Lighting: Face a window or use soft lighting from the front.
✅ Sound: Use headphones or earbuds to make sure the sound is clear.
✅ Wear: No logos, brands, or celebrities. Nothing revealing.
✅ Time: Keep your video to less than a minute.
