Today, Gov. Andy Beshear signed House Bills 4, 134, 521 and 778 to better protect children across the commonwealth and to provide more support to survivors of sexual assault and r**e.

“We have a sacred duty to protect our fellow Kentuckians – especially our children – and today I am proud to sign legislation that will help us do that,” said Gov. Beshear. “From strengthening Kentucky’s stalking laws and our state’s response to sexual assault to ensuring that grooming is seen as a criminal offense and creating protections for those in foster care, we’re working together to make our commonwealth a safer place for all our people.”

Let’s talk about grooming… a type of sexual violence often overlooked or ignored.

LET'S TALK ABOUT GROOMING!

Grooming doesn’t start with abuse. It starts with trust.

Grooming is a deliberate, strategic process used by perpetrators to gain access to a child, teen, or vulnerable person, lower defenses, and normalize boundary violations over time. It often includes:
• Excessive attention, gifts, or special privileges
• Isolating the child from peers or caregivers
• Testing boundaries through “accidental” touch or inappropriate jokes
• Encouraging secrecy (“This is just between us”)
• Gradually sexualizing conversations or contact

Grooming can happen in families, schools, churches, sports teams, and online spaces. It is not about what a child wore, said, or did. It is about manipulation and power.

If you are a parent, caregiver, educator, or community member:
• Teach children accurate names for body parts.
• Normalize conversations about consent and body autonomy.
• Make it clear they will never be in trouble for telling the truth.
• Watch for sudden secrecy, gifts, new “special” adults, or changes in behavior.

If you are a survivor:

What happened to you was not your fault. Grooming is designed to create confusion, shame, and silence. Support is available.
