Central Ohio Regional Long Term Care Ombudsman Program Protecting and empowering Ohioans in long-term care. Region 6 Ombudsman Program.

We advocate for residents’ rights, address care concerns, and educate families and residents about quality care, resident rights, and available services. Central Ohio's Regional Office of the State Long-term Care Ombudsman advocates for people receiving home care, assisted living and nursing home care. Paid and volunteer staff members work to resolve complaints about services, help people select a provider and offer information about benefits and consumer rights. Our office advocates for consumers of long term care services and supports in Franklin, Union, Delaware, Licking, Madison, Fayette, Pickaway and Fairfield County.

Long-term care facilities are required to have a Grievance Committee to protect residents’ rights and ensure their voices are heard. This means residents can raise concerns about care, staff behavior, or other issues without fear of retaliation. Complaints can even be filed anonymously, and facilities must respond promptly with written decisions.

Every nursing home is required by federal law to have a QAPI Program (Quality Assurance & Performance Improvement)—a proactive, data-driven approach to improving resident care and quality of life.

A strong QAPI program focuses on:
✔️ High-quality clinical care
✔️ Resident dignity, rights, and quality of life
✔️ Honoring resident choice and person-centered care

What does QAPI require?

🔹 Quality Assurance (QA) Committee — Must meet at least quarterly and is responsible for:
• Reviewing resident care and overall facility performance
• Identifying and investigating trends, concerns, and adverse events
• Monitoring infection prevention & control activities
• Developing and tracking action plans that lead to real, measurable improvement

Will Medicaid help pay for a private room in a nursing home? Many adults haven't lived with a roommate since childhood or college. Yet when entering a nursing home, sometimes find they are sharing a room with another adult. In Ohio qualifying nursing homes receive a financial incentive from the state to offer a private room, ORC 5165.158. Did you know? Nursing home residents must be supervised by a physician and receive regular evaluations to help ensure their health and well-being.
➡️ During the first three months after admission, evaluations happen at least once a month.
➡️ After that, evaluations occur at least every two months, unless the physician determines they can safely extend the interval—never more than every four months.

Our Story

Easterseals Central and Southeast Ohio is the official Ohio State Long-Term Care Ombudsman sponsoring agency, for the Region 6 Long-Term Care Ombudsman Program. As mandated by the federal Older Americans Act and Ohio law, the Long-Term Care Ombudsman Program advocates for excellence in long-term services and supports wherever consumers live.

Ombudsmen do not regulate nursing homes and home health agencies, but do work with providers, residents, their families and other representatives to resolve problems and concerns.

The Region 6 Long-Term Care Ombudsman serves eight counties in Ohio including: Franklin, Delaware, Fairfield, Fayette, Licking, Madison, Pickaway, and Union while also advocating for MyCare Ohio consumers in Clark, Greene and Montgomery counties. Ombudsman staff and volunteers focus their time on educating consumers of long term care services and supports and their families, empowering them to know their rights and to voice their conerns. Here in Region 6 our inter-generational team of paid staff and volunteers are committed to advancing person-centered care and preserving resident rights.
