We advocate for residents’ rights, address care concerns, and educate families and residents about quality care, resident rights, and available services. Central Ohio's Regional Office of the State Long-term Care Ombudsman advocates for people receiving home care, assisted living and nursing home care. Paid and volunteer staff members work to resolve complaints about services, help people select a provider and offer information about benefits and consumer rights. Our office advocates for consumers of long term care services and supports in Franklin, Union, Delaware, Licking, Madison, Fayette, Pickaway and Fairfield County.

What to Expect When You Call:

When to Call 988 vs 911:
🚨 Call 911 – if there’s an immediate, life-threatening emergency (for example, an active su***de attempt, severe self-harm, or overdose).

💬 Call 988 – if you or someone you know is in emotional distress, struggling with suicidal thoughts, or facing a mental health or substance use crisis that is not immediately life-threatening.

Ohio law requires certain professionals—like nurses, social workers, attorneys, home health staff, and long-term care facility employees to report suspected abuse, neglect, or exploitation of adults.

👉 To report abuse in a long-term care facility:
Call the Ohio Department of Health Complaint Hotline at 1-800-342-0553

👉 To report abuse of adults (60+) in the community:
Call 1-855-OHIO-APS (1-855-644-6277)

Ombudsman are not mandated reporters. By law, Ombudsman must protect residents’ confidentiality and cannot report suspected abuse without the resident’s consent.

The Ombudsman Program works to resolve complaints and advocate for residents’ wishes, including those involving abuse, neglect, or exploitation. Our role is different from Adult Protective Services or state agencies—we focus on resident-directed advocacy, not enforcement.

Are you a veteran in a nursing care facility with a service-connected disability? You may be eligible for additional benefits through the U.S. Department of Veterans Affairs (VA)!

Many Ohio veterans receive Medicaid, but did you know that you could also qualify for VA healthcare, even if your military service was years ago? Since 2013, the Veterans on Medicaid program has been helping veterans access the benefits they've earned.

We’re here to help you navigate this process and get the most out of your benefits, including:

✅ Protect more of your VA pension or compensation
✅ Explore VA care options for you and your family
✅ Access benefits that meet your unique needs
✅ Transition to a VA care facility or VA-contracted nursing home, if eligible

How it works:
Ohio is home to five VA medical centers (Cleveland, Columbus, Chillicothe, Cincinnati, and Dayton), and these centers have partnerships with over 80 nursing facilities across the state to meet veterans’ long-term care needs.

If you qualify, the Ohio Department of Medicaid, through the State Long-Term Care Ombudsman’s Office, will notify you and advocate on your behalf, helping you connect with the VA and local county veterans service commissions. Once approved, you can transition to a VA facility or a VA-contracted nursing facility that best suits your needs.

Since 2013, veterans like you have successfully transitioned to VA care, including VA facilities, VA-contracted nursing homes, and Ohio Veterans Homes.

Our Story

Easterseals Central and Southeast Ohio is the official Ohio State Long-Term Care Ombudsman sponsoring agency, for the Region 6 Long-Term Care Ombudsman Program. As mandated by the federal Older Americans Act and Ohio law, the Long-Term Care Ombudsman Program advocates for excellence in long-term services and supports wherever consumers live.

Ombudsmen do not regulate nursing homes and home health agencies, but do work with providers, residents, their families and other representatives to resolve problems and concerns.

The Region 6 Long-Term Care Ombudsman serves eight counties in Ohio including: Franklin, Delaware, Fairfield, Fayette, Licking, Madison, Pickaway, and Union while also advocating for MyCare Ohio consumers in Clark, Greene and Montgomery counties. Ombudsman staff and volunteers focus their time on educating consumers of long term care services and supports and their families, empowering them to know their rights and to voice their conerns. Here in Region 6 our inter-generational team of paid staff and volunteers are committed to advancing person-centered care and preserving resident rights.
