A new CALL TO ACTION SCR55/SC53 testimony is due by 3pm, Friday, April 3rd. DM for instructions and sample testimony. This is the resolution that recognizes the Hawaii Water Safety Plan as the guiding document statewide for strategic drowning and aquatic injury prevention planning. There is a link to the Hawaii Water Safety Plan on the HLA website link in bio. Time Sensitive - SCR56/SC54 Resolution recognizing lifeguards as first responders is schedule to be heard on March 31, 2026. We encourage the public to submit testimony. The Hawaiian Lifeguard Association introduced this resolution to the legislature and is in full support. Testimony is due by March 30th at 9am, you may also testify in person or by Zoom. To submit testimony written,oral or by Zoom you must first register or submit through the portal on the Hawaii Legislature website capitol.hawaii.gov . If you need assistance, please messsage us with your email address and we will provide instructions. Your voice matters!

Severe flooding on Oʻahu has impacted several of our lifeguards and their families. We are raising funds to provide immediate relief and recovery support to those affected.

The second annual Okinawa/Japan Lifeguard Exchange was a powerful reminder of what is possible when lifeguards come together across oceans and cultures.
This program began with a dream. After spending time visiting Hawai’i and witnessing our lifeguards professionalism, skill, and deep-rooted ocean culture, was inspired to build a similar lifeguard program in Okinawa. Through a strong friendship with , President of the Hawaiian Lifeguard Association, that vision grew into the lifeguard exchange program we celebrate today.
Today, Taishi has founded the and expanded professional lifesaving efforts across the Ryukyu Islands. It was an absolute honor to host lifeguards from across Japan here on Kaua‘i — some experiencing the exchange for the first time, and others returning for another year. Watching the returning guards grow so significantly in just one year has been truly inspiring.
What makes this exchange so powerful is the opportunity to share knowledge, training techniques, rescue strategies, and cultural perspectives between agencies. When lifeguards from different islands, countries, and operational environments come together, we all become stronger. The exchange of experience — from Hawai‘i’s high-energy shorebreak and open-ocean rescues to Okinawa’s unique coastal conditions — strengthens our collective ability to prevent drownings and save lives. Collaboration like this elevates professional standards, builds lasting relationships, and reinforces that ocean safety is a shared global responsibility.

The Hawaiian Lifeguard Association is a professional association incorporated in the State of Hawaii, with
United States Internal Revenue Service 501(c) status.
The association was organized in 1990, as an offshoot of the former Hawaii Lifesaving Association, a local
chapter of the United States Lifesaving Association. The re-organization was reformed as a matter of
refocusing the association to deal with specific educational issues related to providing lifeguarding and
ocean safety services in Hawaii's unique culture and ocean environment.
The Hawaiian Lifeguard Association seeks to:
- establish and maintain the highest standards of professional surf and open water lifesaving in an effort
to maximize the safety of the public in ocean and coastal waters throughout the State of Hawaii.
- provide public, professional, and governmental education in the field of ocean safety, particularly in the
areas of rescue management, emergency medical care and treatment, and to conduct informational and
educational activities designed to prevent aquatic emergencies in Hawaiian waters.
- actively support and promote the improvement and progression of lifesaving throughout the State of
Hawaii.
