Aloha Parents, Families, Educational, and Community Partners,
We are pleased to invite you to participate in-person or virtually in the SPP/APR Partner
Engagement Meeting on Friday, December 5, 2025. During this meeting, we will review
Hawaiʻi’s SPP/APR Federal Fiscal Year (FFY) 2024 data and discuss performance targets and
improvement activities related to the implementation and purposes of the Individuals with
Disabilities Education Act (IDEA). This meeting is hosted by the Hawaiʻi State Department of
Education (Department) in collaboration with the Special Education Advisory Council (SEAC).

Under IDEA, each state must develop a State Performance Plan/Annual Performance Report (SPP/APR) that includes 18 indicators addressing both compliance and performance targets. These indicators cover areas such as early childhood growth and achievement, least restrictive environment, statewide assessment, parent involvement, and secondary transition. Parents from neighbor islands who wish to attend in person may request reimbursement from the Monitoring and Compliance Branch of up to $300 for airfare and ground transportation expenses.
