The Spring Branch Management District was created by the Texas Legislature in 2003 to provide supplemental programs and public services related to mobility, safety, urban design, and economic development. We enhance commerce, public safety, public health, commercial corridor upkeep and other qualities of life in the District. Today, the district is taking action on many fronts to create a safer, cleaner, and more prosperous community for those who live and work here.

Ten years ago, Emilio Santana couldn't find the torta he grew up eating in Mexico City β€” thin, toasted bread, layers of different meats, and absolutely no lettuce. So he built it himself. What started as a mission to bring something Houston had never tasted before has grown into one of the most unique spots in the city.

Emilio Santana and his wife spent years serving this community as educators in Spring Branch ISD. When it came time for a new chapter, they followed a bold idea and opened Tortas Perronas right here in Spring Branch. Their new express location serves as a distribution center and small diner. The programs and services provided by the Spring Branch Management District are funded through an assessment on commercial property. Today, the district is taking action on many fronts to create a safer, cleaner, and more prosperous community for those who live and work here.
