One month ago, United Way of Greater Houston and PCIC launched the ICJ Self-Service portal—a new way for Houstonians to set goals, find help, and work toward financial stability at their own pace.

The launch is more than a tech milestone. It’s a response to a very specific problem in Greater Houston: thousands of households are working hard and still can’t consistently cover the basics.

📍 The ALICE Reality in Greater Houston📍

United Way of Greater Houston uses the ALICE framework—Asset Limited, Income Constrained, Employed—to describe households that earn above the federal poverty level but still struggle to afford essentials like housing, food, child care, health care, and transportation.

In Greater Houston:

14% of households live below the federal poverty threshold, and
another 28% are ALICE households—working, but unable to consistently meet basic needs.
That means roughly 4 in 10 households in the region are either in poverty or on the edge of it. (Source: United Way of Greater Houston)

These are people you see every day: child care workers, cashiers, home health aides, office staff. Many are juggling multiple jobs and caregiving responsibilities, and they often face impossible choices—pay the rent or fix the car, buy groceries or pay for child care. The ALICE data underscores why United Way has doubled down on strategies that do more than meet immediate needs—they help people chart a path toward long-term financial stability.

ICJ Self-Service is designed to be a centerpiece of these strategies.

Last Friday, the PCIC team took a well-earned break to celebrate a successful first week of the Integrated Client Journey Self-Service portal!

We kicked back with fajitas, friendly competition, and a toast to the incredible work our team has done to make this milestone possible. This product will help countless Houstonians connect to the care and resources they need—anytime, anywhere—and we couldn’t be prouder of the impact it’s already having. 💙

Of course, it wouldn’t be a PCIC celebration without a little healthy competition… and while many know Harsh*t Dave, our Sr. Software Engineer & Development Team Lead, for his strength in Dev Ops, few realized he’s also the reigning bowling champion of Team PCIC! 🎳🏆

Celebrating a big step for Greater Houston! 🎉

Last night, our PCIC team joined partners at United Way of Greater Houston to toast today’s launch of the Integrated Client Journey Self-Service portal. We’re grateful for this strong partnership and proud to serve as the data and software development partner behind a secure, mobile-friendly tool that helps Houstonians make meaningful progress toward financial stability by setting goals and connecting with United Way's powerful resource network—all in a matter of minutes.

This is what collaboration looks like: years of planning, months of building and testing, and a shared commitment to make it easier for people to get the support they need. We can’t wait to see how many lives are impacted by the work we’ve done together.

At PCIC, we know that health and food security are deeply connected—and addressing both requires cross-sector collaboration. That’s why our partnership with Houston Food Bank continues to grow through two flagship programs: Houston Food Bank’s Community Assistance Program (CAP), now live and expanding, and their upcoming Medically Tailored Meals (MTM) program, launching later this year.

Together, these initiatives are creating scalable, data-driven solutions that improve access to nutritious food, strengthen community health outcomes, and reduce costs for healthcare systems.

The Texas Accountable Communities for Health Initiative (TACHI) is rethinking health from the ground up—aligning healthcare, social services, and community partners to address the root causes of poor health. In Houston’s Greater Northside, the collaborative is led by Avenue with partners including Legacy Community Health, Memorial Hermann, Wesley Community Center, and the YMCA.

In Q3, PCIC launched the software backbone that supports this workstream for Legacy Community Health. The goal: make it easy for partners to identify needs, connect residents to services, and reliably track what happens next—so the community can see what’s working and do more of it.

Please join us in congratulating Li (Betty) G*i, Sr. Data Analyst & Director of Data Services, on 10 years of service to PCIC as of this fall! 🎉

Betty has been with us since the early days, back when our technology and data division was housed in Dallas, TX. Over the past decade, as we’ve grown from providing interventions for complex patients to building technology and data partnerships that address population health, Betty has been at the heart of it all.

She has played a pivotal role in some of our most impactful partnerships—overseeing PCIC’s work to support United Way of Greater Houston’s Integrated Client Journey program, collaborating with the University of Houston College of Medicine on research into mortality trends amongst Houston’s homeless population, and advancing collaborations with Harris County Public Health’s Overdose Data to Action team to understand factors contributing to recidivism. These are just a few examples of the many partnerships Betty’s efforts have shaped over the years.

Betty’s holistic vision and expertise in data analytics, dashboards, and database design has powered so many of our innovations—but even more importantly, Betty has always centered our values of compassion, service, and collaboration.

We’re proud to welcome two new Social Work Interns from our partners at Texas Southern University!

This fall, JarQueica Hicks and Carmen Spellmon joined PCIC to support our Community Resource eXchange platform alongside Tara Pitts, MSW. Both are pursuing undergraduate degrees in social work at TSU, gaining hands-on experience as they prepare to become part of the next generation of social workers.

JarQueica, a Navy veteran, is working toward a career as a medical social worker serving fellow veterans, whereas Carmen plans to pursue forensic social work.

We’re excited to partner with Texas Southern University in helping students apply their classroom knowledge in real-world settings—and to support emerging leaders in the social work profession.

That’s why we’re proud to partner with Houston Food Bank (HFB) to support their Community Assistance Program (CAP) and Medically-Tailored-Meals (MTM) program. Together, we’re leveraging technology to improve how essential services reach vulnerable populations across the Houston area.
