The following is the most recent message from Kathy Wolfe.

Hello All,

We had our meeting in Punxsutawney at the Anchor Inn on Tuesday, Dec 8th. The speaker was Joann Megon, PNAP case manager on Pennsylvania's approach to impaired nurses. This was a very informative and interactive session earning 1 CEU. Thank you to all those who attended.

IRMC gave all nonunion employees a 2% raise, this is wonderful for those employees because everyone deserves a wage increase for their hard work and dedication. Now, the real issue, why did IRMC only offer us a 1% raise? According to Steve Wolfe, this was a generous and fair offer in his 3 minute message at the beginning of our negotiations. The last offer on Nov 30th was 1.5% raise for Nov 2015 and 1% raise for Nov 2016.

The senate voted 90-10 last week to repeal the Cadillac tax outright as part of a larger bill aimed at dismantling the Affordable Care Act and the house wants to delay it another 2 years. So, Cadillac tax is a non-issue for us.

Don't forget, we are collecting healthcare products and nonperishable products for United Steel Workers to Jan 8th, 2016. There should be a box in every department.

Our next negotiation meeting is tomorrow Dec 15th at 4:00pm at the Quality Inn. What have you done for your union lately? Show up at the meetings to support your negotiating team and hear for yourself what IRMC management team is saying. Every member is important to our union and your presence speaks loudly that you care what happens to our benefits and future.

The Toys for Tots program has begun and IRNA has volunteered to help collect toys for children in need in our area.

Please bring in new, unwrapped toys and place them in the collection boxes located in the Peds locker room, 6th floor locker room, OR break room, and the ICU conference room.

The deadline for the collection is December 1st. Contact the IRNA officers with any questions. ANY EMPLOYEE MAY DONATE!

The following is the most recent negotiations update that was emailed to the membership by Kathy Wolfe


Our Initial Economic Proposal
1. Section 10.02, Added, Once EA is granted, it will not be rescinded. If rescinded, it will be considered mandatory over time.
2. Section 10.01, Changing the weekend back to Saturday at 7:00am to Monday at 7:00 am. Deleted Friday at 11:00pm to Monday at 7:00am.
3. Section 10.13 Clarified, Hours worked for purposes of calculating overtime shall include vacation, holidays and personal days, but shall not include sick leave, unpaid EA time, paid call hours, and military, jury duty and bereavement leaves.
4. Section 11.01, Requested a 5% raise for 2015, 2016, 2017, 2018 and 2019.
5. Section 11.02, Created a wage scale for exempt nurses on pg 58 of your contract except for CRNAs. Currently nurses are randomly placed into the wage scale. Once in the scale, they are stuck at that wage except for cost of living raises. Currently, we have more senior nurses getting paid less than less senior nurses. We wanted to make the process similar to the top scale with steps.
6. Section 11.04, requested shift differential wage from 60 cents/hr to $1.00/hr for 3-11pm and 11-7am. Increase weekend shift differential from 50 cents/hr to $1.00/hr.
7. Section 11.05, Requested an increase on-call pay from $2.25/hr to $4.00/hr.
8. Section 12.09, The medical center will continue education policy as it has been applied to CRNAs, including up to 5 days of training, deleted-subject to medical center budgetary restrictions.
9. Section 16.04, Added, additionally, while the 3-11pm shift on Dec 31 will be paid at the holiday premium rate, such shift will not be considered as part of the New Year's holiday.
10. Section 17.08, deleted- Nurses who terminate during their first 6 months of employment, are discharged for just cause, resign without required notice, or who fail to work throughout the n notice period will not be entitled to be paid for any accrued time upon their separation from employment. We want nurses to be paid for their accrued vacation time.
11. Section 18.01, Requesting sick leave be increased to 96hrs from 68hrs.
12. Section 18.02, Added, Nurses whose sick leave will exceed 6 months may elect to use any accrued paid sick leave in lieu of long-term disability, until such time as the accrued leave may be exhausted.
13. Section 18.03, Nurses who have completed 6,240 hours of service and those who resign with the notice period and work through the notice period, will be reimbursed at the rate of (deleted- $20.00 for every 8 hrs of accumulated sick leave, up to a max of $4000.00, added-fifteen percent of his/her wage at the time of resignation). Nurses who have completed 31,200 hrs of service will be reimbursed at a rate of (Deleted-$30.00 per hr for every 8hrs of accumulated sick leave, up to a max of $6,000.00. Added- 20% of his/her hourly wage at the time of resignation).
14. Section 19.02, Bereavement Leave, Added part-time nurse will be granted (deleted 1, added 2) scheduled work days off with pay for immediate family member.
15. Section 22.01 A, Increased pension contribution by IRMC by 1% to each level. Added, the employer contribution shall be applied to all hours actually worked.
16. Section 22.01 B, Nurse who retire at age 62 or older will have the option to participate in the IRMC healthcare (deleted-premium, added-plan of his/her choice).
17. Section 22.02, TSA and SSRO-employer match, (added, it is understood that the employer match shall be applied to all hours actually worked).
18. Section 26.01,Labor/Management conference. Added, any employee in attendance will be compensated at his/her regularly hourly wage for the time attending such conference.
19. Section 30.02 B, added one float/per diem RN per shift will not be preassigned and shall thus be available as needed.
20. Section 33.05, requesting shift differential $3.00/hr for pulled nurses taking on a full assignment.
21. Section 35.02 Professional Issues Committee, added- any employee in attendance will be compensated at his/her hourly wage for the time attending such meetings.
22. Section 35.03, Clarified Staffing matrix and ratios not guidelines. Added- in the event the census exceeds the number/ratio in a given unit, the RNs in that unit will be paid 1.5 for the duration of the census spike.
We extended the contract to Nov 30, 2015. You are encouraged to attend a meeting and hear for yourself what IRMC is proposing. The dates are: Nov 5th, 9th, 17th, 23rd, and 30th at the Quality Inn in Indiana at 4:00pm.

Hello All,
Mark Richards was kind enough to send out an email to all IRMC employees regarding Negotiation updates. I would like to add some depth to the topics of discussion. Yes, we have a tentative agreement on 18 out of 26 initial proposals:
1. Section 3.03 of our contract was a clarification, The medical center will provide to the Association (added President) copies of any new or revised policies or rules affecting bargaining unit employees at least 14 calendar days in advance. This was not occurring, so we wanted clarification to whom they present the info.
2. Section 5.02 (added pursuant to Article 30) to include the flex 72 hour positions in full time language.
3. Section 7.05 IRNA information could be posted on the bulletin board (and/or on the IRMC email system) we requested to utilize meditech email to reach our members in a timely manner prior to policy/rule changes.
4. Section 7.08 is a new section to clarify the Association may be granted use of the private dining rooms and classrooms in the medical center on a quarterly basis for continuing education programs at no cost, subject to availability and approval of program content by the director of Human Resources. (We wanted to be able to provide location convenience to our members for CEUs, currently community groups utilize these rooms).
5. Section 9.04 is a new section. IRMC will work with the Association to devolpe a protocol for use when an employee is to be notified of the employer's intention to discharge for just cause. The intention of the protocol would be to afford the nurse 24 business hrs to seek advice of counsel in order to assess his/her options. (We requested this be added for protection of our members rights)
6. Section 17.02 Added, if the nurse does not have sufficient paid vacation time available, he/she will be expected to work except when the nurse does not have enough vacation time available for their approved week due to having taken EA vacation during the calendar year. In those situations, he/she may take unpaid vacation hrs up to the number of vacation EA hours he/she took during he calendar year. The nurse will not be required to use personal or legal holiday time in this scenario. It is the responsibility of the nurse to be aware of the benefit time that they have available. Benefit time can be reviewed on the nurses' bi-weekly deposit slip. (We requested this for the nurses with excessive mandatory EA times who had to use paid vacation time to meet their financial needs)
7. Section 17.06 was a clarification for the 2 restricted weeks not permitted for vacation during the weeks of Christmas and New Years. IRMC wanted 12/20/15 through 1/2/16. We argued they had to stay within the working weeks Sunday to Saturday. Approved 12/18/15 through 12/31/16.
8. Part-time and causal nurses will not be given an occurrence for days taken off for bereavement in excess of allowable paid (added or unpaid) days as long as the days do not exceed the limitations for full-time nurses.
9. Added section 20.03 Nurses subpoenaed in matters not related to IRMC can take paid/unpaid leave in order to testify at the legal proceeding. This absence will not count as an occurrence pursuant to the attendance policy. IRMC made it difficult for nurses who were subpoenaed for matters not related to IRMC. We requested this to alleviate any difficulties.
10. Section 23.04. B. If there are 2 or more applicants for the position, the Medical center will give due consideration to the skill, qualifications, ability, performance and seniority of the applicants in determining the awarding of the position. ( Added, If the skill, qualifications, ability, and performance are equal, the position will be awarded based on seniority to prevent any bias/discrimination decisions).
11. Section 23.04 H. #5. A part-time nurse can convert to a full-time or 72hr status through the posting of an additional fractional FTE only if the nurse has worked in that department for one year prior to the posting with at least 1,040 paid hours during that year. (Added, However, if a part-time nurse with fewer than 1,040 paid hrs is the only applicant, the position will be awarded to him/her. We requested this to protect our members from outside hires).
12. Added, The above (see # 11) list of fractional FTE rules will e posted on the internal posting board.
13. Section 23.05 Reduction in Force. Deleted: At the request of the Association. The Medical Center (delete shall and added will) meet (added with the Association) to discuss the layoff and/or the reduction, and explore alternatives prior to that implementation. (deleted, provided this meeting is held before the layoff/reduction implementation)
14. 23.05 B Layoff Procedure: section i: added if the bumping nurse is qualified to bump a charge nurse, and a charge nurse is bumped, a charge nurse position will be posted internally to the department in which the charge nurse was displaced. We requested this to give every nurse on that department equal opportunity to be charge nurse.
15. Section 23.05 v. Added, The director of Human Resources or his designee will provide theAssociation a current seniority list, in department order, including nurse's name, department, position, type and fractional FTE designation, if applicable. We requested this so our members would be informed o their rights to bump in a timely manner.
16. Section 23.05 E, Added, Nurses are not restricted to their current group as defined in Section 23.05. F, if they possess the present skill and ability to work in another group. We requested this because we have many highly, multi-skilled members who could work in other departments without Human Resources prior knowledge of their skill level.
17, Section 27.13 Added, The date of the discharge shall have been set pursuant to the protocol referenced in Article 9.04, in order to afford theNurse the ability to seek the advice ice of counsel prior to discharge. We requested to reflect Section 9.04 decision.
I am running out of time and space to this email, so I will send another email with more updates.
As you can see the tentative agreements are just some changes to language and clarifications. We did not receive 18 completely new tentative agreements.

2.) Ballots for the officer election are due. Drop them off in a sealed envelope in PACU or send them to the address on the ballot. They must be post marked by Friday. Write-ins are also accepted.
