**Navigator Monday Speaker: Marian Frick Rigsby, LCSW, MAC**

We are pleased to welcome Marian as a featured speaker at Navigator Monday in Indianapolis, May 11.

Marian is a mental health and substance use therapist and trainer/educator in Indianapolis. As a social worker first, she thinks systemically and understands all too well the need for Navigators and Community Health Workers to enhance their skills so they can work more effectively with patients to make positive lifestyle changes. This session will introduce you to Motivational Interviewing (MI) as a way to improve your approach to incorporate values, mindfulness, and somatics (relating to the body).
We welcome health care Navigators and Community Health workers to us for a day of learning and connecting with your peers. This day of learning will provide you with the tools you need and CE credit for Indiana Navigators.

Indiana Should Not Send a 340B Windfall to Washington at the Expense of Community Health Centers
Proposed Medicaid change would strip local care resources from Indiana clinics while sending most of the financial benefit to the federal government
INDIANAPOLIS — Indiana’s community health centers are urging the State to exempt Federally Qualified Health Centers and FQHC Look-Alikes from its proposed Medicaid 340B change. The 340B program does not rely on a separate state taxpayer appropriation; it works through manufacturer drug discounts for eligible safety-net providers. And because Medicaid is a federal-state partnership, federal rules mean Indiana would have to share more than 64 percent of any rebate dollars with Washington. That means the biggest financial winner in this proposal would be the federal government, not Indiana communities.
“This is not a taxpayer-savings plan. It is a Washington-wins, Indiana-loses proposal,” said Ben Harvey, President and CEO of the Indiana Primary Health Care Association. “Indiana would be taking a proven, locally reinvested resource away from community health centers so that most of the financial upside can leave the state. That is the wrong answer for patients, for access, and for common sense.”
Community health centers are not fringe players in Indiana healthcare. FQHCs and FQHC Look-Alikes are specifically recognized as eligible 340B covered entities, and HRSA-supported health centers are required to serve patients regardless of their ability to pay. They use 340B savings to keep medications affordable and to support the wraparound services that help patients actually get and stay well.
Governor Braun has made healthcare affordability, access, and rural care central themes of his agenda, and his own 340B executive order recognized that the program was designed to help vulnerable patients improve access to medicines through manufacturer discounts to safety-net hospitals and federally funded clinics. We agree with that principle. That is exactly why FQHCs should be carved out of this proposal.
If the State has concerns about duplicate discounts or oversight, those issues should be addressed directly and responsibly. Indiana can enforce the rules, improve claims administration, and strengthen compliance without weakening the federally funded clinics that are already required to serve everyone who comes through the door.
For Indianapolis and communities across Indiana, this is not an abstract policy debate. When community health centers lose 340B flexibility, less is available for affordable medications, pharmacy access, care coordination, and other services that keep patients healthier and reduce pressure on the rest of the healthcare system. Indiana should not undercut one of the few tools that expands access without requiring a new stream of state taxpayer spending.
The State should pursue program integrity without punishing the safety net. The right path is straightforward: enforce the rules, prevent duplicate discounts, and explicitly exempt FQHCs and FQHC Look-Alikes from this proposal. Indiana patients should not lose local care so Washington can come out ahead.

Indianapolis - The Indiana Family and Social Services Administration (FSSA) will begin issuing full SNAP benefits today. Eligible recipients can expect the funds to be available on their EBT cards starting Sunday, November 16. If your regular issuance date has passed, your benefits will be available on Sunday, November 16.

FSSA Announces End of MDwise Participation in Indiana Medicaid Programs

Indianapolis — The Indiana Family and Social Services Administration (FSSA) today announced that MDwise will no longer serve as a managed care health plan for Indiana Medicaid’s Healthy Indiana Plan (HIP) and Hoosier Healthwise programs, effective January 1, 2026.

This decision follows a comprehensive review of MDwise’s performance and its ability to meet FSSA’s standards for member services, provider support, and program accountability. FSSA determined that ending the contract with MDwise is necessary to ensure the long-term strength and sustainability of Indiana Medicaid.

“Indiana Medicaid exists to provide dependable, high-quality care for the Hoosiers who rely on it,” said Mitch Roob, Secretary of FSSA. “Our review found that, of the four plans, MDwise was both the most expensive and the lowest in quality. Federal rules require us to maintain at least three plans, and this decision allows us to meet those standards while safeguarding members’ access to care.”

What this means for members:
Coverage continues: Members will not lose Medicaid benefits.
New plan options: Members must choose a new health plan—Anthem, CareSource, or MHS—during open enrollment.
Automatic assignment: Members who do not choose will be assigned to a plan, with the option to change within 90 days after January 1, 2026.
Continuity of care: Existing authorizations and treatments will be honored for a transition period.
Members will receive letters with detailed instructions on how to select a new plan. For assistance, they can contact the Enrollment Broker for HIP at 1-877-GET-HIP9 (1-877-438-4479) and Hoosier Healthwise at 1-800-899-9949 or click here.

Announcing a new collaboration with Upstream USA

IPHCA is launching a new quality improvement initiative in partnership with Upstream USA to advance maternal and infant health.

The initiative will support health centers with standardizing family planning screening and increasing access to the full range of contraceptive care services within primary care settings. This initiative will empower primary care providers to help patients make informed decisions about their health and family planning goals. By prioritizing care before conception, we aim to improve health outcomes and promote overall well-being for individuals and families across Indiana.

Upstream has worked with 200+ health care organizations across the country to make contraceptive care patient-centered and accessible.
