💙 Ohio’s Blue Envelope Program 💙
The Blue Envelope Program helps drivers (& passengers) with communication differences have safer, less stressful interactions during traffic stops.
Drivers keep their license, registration, and insurance in a blue envelope and hand it to the officer during a stop. The envelope signals that the driver may communicate differently and may need a little extra patience.

Sheriff Tedd Frazier is proud to announce that the Jackson County Sheriff’s Office is participating in Ohio Blue Envelope Program. These envelopes can be picked up 24/7 in the lobby on a podium of the Jackson County Sheriff’s Office, 350 Portsmouth St, Jackson.
📌The Ohio Blue Envelope Program is a voluntary safety program designed to help people with autism, developmental disabilities, or certain medical conditions communicate more easily with police or first responders during situations like traffic stops.
📌What the Blue Envelope is
It’s literally a blue-colored envelope that a driver keeps in their car (usually in the glove box). Inside the envelope are important documents and helpful information for police officers.
📌Typical contents include:
Driver’s license or ID
Vehicle registration
Insurance card
Emergency contact information
Notes about the driver’s disability or communication needs
📌Some programs also include:
A car decal that alerts first responders to look for the envelope
A wallet card with similar information for emergencies
📌How it works during a traffic stop
If a driver is pulled over:
The driver hands the officer the blue envelope instead of loose documents.
The officer sees the envelope and knows the driver may have a disability that affects communication or behavior.
The envelope contains guidelines for officers, such as being patient, giving clear instructions, or allowing extra time to respond.
This helps prevent misunderstandings that might otherwise happen if a driver is anxious, non-verbal, or processes instructions differently.
This can be both for driver and any passengers you may have in the vehicle. So this is beneficial for transport services, parents, dayhabs, and a wide variety of people in the Jackson county community
The program aims to:
Reduce anxiety for the driver
Prevent miscommunication with police
Improve safety for both the driver and officer
It’s not a law or requirement. It’s free and voluntary.
