Breathitt County KY Agency for Substance Abuse Policy and UNITE Coalition Breathitt County KY-ASAP and UNITE Coalition is dedicated to the cause of working together with others to build a healthy, drug free community.

The Kentucky Agency for Substance Abuse Policy (KY-ASAP) was created in 2000 to develop a strategic plan to reduce the prevalence of alcohol, tobacco and other drug use among youth and adult populations in Kentucky and coordinate prevention, treatment and enforcement efforts among state and local agencies in the area of substance abuse. Operation UNITE was launched in April 2003 by Rep. Harold “Hal” Rogers. “UNITE” is an acronym meaning Unlawful Narcotics Investigations, Treatment and Education. It reflects the three-pronged, comprehensive approach deemed necessary to combating substance abuse . Both groups have come together to create one strong coalition to address the issues of tobacco, alcohol and other drug use and abuse in our county
