Mr. David Armand Regnaert, age 84, of Jonesborough, TN passed away February 11, 2026, at the Johnson City Medical Center after an extended illness.

He was born on November 5, 1941, in Detroit, Michigan to the late Armand Raymond and Esther Borgerding Regnaert.

David lived most of his years in Detroit, dedicating 32 years to a career with Kroger. He was a faithful and dependable employee who took great pride in his work. His strong work ethic and commitment to being self-sufficient was something that followed him throughout his life.

After retirement, he embraced a slower pace of life and found great joy in spending time at home. Those years were meaningful to him; a season of rest, reflection, and simple pleasures. He lived the last few years of his life in Jonesborough, TN being close to his daughter, Carrie and her family.

Faith was important to David. He was raised in the Baptist church and carried those teachings with him throughout his early years. Later in life, he redirected his faith to the Worldwide Church of God, a decision he often said completely changed his mind set and deepened his understanding.

In addition to his parents, he was preceded in death by his wife, Saundra Regnaert; son Benjamin Regnaert; brother Richard Roch Regnaert, and three stepchildren, Rhonda Williams, Ricole Williams, and Terry Williams.

Survivors include his daughter Carrie Michelle Perry and husband Brian; grandchildren Jacob Tyler Perry and Olivia Grace Perry, all of Jonesborough, TN; adopted daughter Julie Bradford of Wayne, MI; brothers Ronald Armand Regnaert and his wife Joann of Homosassa, FL; Douglas Armand Regnaert and his wife Lynette, of Fort Myers, FL; nephews, Grant, Gavin, Todd, Craig, Brian, and Bradley.

A private family celebration will be held at a later date.

Hosea Bailey, 82, went to be with the Lord on Thursday, February 12, 2026, at the Johnson City Medical Center, Johnson City, Tennessee.

Hosea was born on January 1, 1944, in Yancey County, North Carolina, the sixth son of the late Velmer and Servilla Harris Bailey. He was preceded in death by five brothers: Okie, Willard, Earl, Eugene, and Isaiah Bailey.

Growing up in Lost Cove, North Carolina, as a young man, Hosea moved to the Lamar Community in 1958, where he became a strong part of his community. Hosea graduated from Lamar High School in the class of 1962, where he played basketball and was a part of the FFA Club. While not in school, he helped with farming work throughout the community, particularly with Ben Ervin, who became a father figure in his life.

In 1966, Hosea was drafted into the US Army where he served in the Infantry B 5th Bn 32nd Artillery at Fort Riley, Kansas, until he was discharged in 1968. He loved to be a part of the American Bowling Congress under the Junction City - Fort Riley Bowling Association during this time, where he served as Team Captain.

After returning to Jonesborough, Hosea worked for WETB radio station for several years, where he met the love of his life, Linda Kay Huffine Bailey, in 1969. The couple was married on May 27, 1989, at Antioch Baptist Church in Johnson City.

Hosea’s greatest life mission was to be a father and a husband, which he excelled at beyond any measure. They were blessed with two sons, Chad Fred and Brad Velmer. Everything Hosea did in life after their birth revolved around his family.

In 2005, Hosea retired as a highway inspector from the Tennessee Department of Transportation after thirty years of service.

He will be remembered for his love of daylilies and flowers of all kinds, which he planted all around his property. In addition, to these flowers, Hosea planted tomatoes, cucumbers, and other veggie plants each year, giving away more than the family consumed.

In his last years, the best of his days was spent as Pa to his grandchildren, Blaine Tyler and Patsy Kate, who were the light of his world.

Those who survive, Hosea, include his wife, Linda Kay Huffine Bailey; sons, Chad Fred Bailey and Brad Velmer Bailey, daughter-in-law, whom he loved as a daughter, Ashleigh Elaine Cline Bailey; two grandchildren, Blaine Tyler and Patsy Kate Bailey; sister and brother-in-law, Priscilla and Richard Knode; sister-in-law, Nellie Lynn Bailey; several nieces and nephews.

Funeral Services will be at 7:00 PM, Sunday, February 15, 2026, at Dillow-Taylor Funeral Home with Pastor Pete Tackett officiating. The family will receive friends from 5:00 to 7:00 PM, prior to the service.

Graveside Services will be held at 11:00 AM, Monday, February 16, 2026, at Mountain Home National Cemetery. Anyone who would like to go in procession to the cemetery is asked to meet at Dillow-Taylor by 10:30 AM.

Pallbearers will be Chad Bailey, Brad Bailey, Marty Keys, Billy Boone, BJ McKay, and Alan Cline.

Honorary Pallbearers will be Herb Peterson, Harry Miller, David Keys, Keith Ervin, Richard Knode, Bobby Cline, and Danny Mack Keys.

Elmer Lee Osborne, 81, of Abingdon, Virginia, passed away peacefully on February 4, 2025, surrounded by his family. He was born November 8, 1943, to the late Staley and Antha Osborne in Glade Spring, Virginia.

Elmer graduated from Liberty Hall High School, where he was salutatorian of his class, a reflection of both his natural intelligence and lifelong dedication to hard work. Following graduation, he proudly served his country in the United States Air Force during the Vietnam War.

After his military service, Elmer began a career in telecommunications with United Telecom in the Tri-cities area. Later, the company would become the Sprint Corporation. Through determination, technical skill, and leadership, he rose to become Senior Manager of the Switch Engineering Team. He was known for his strong work ethic and his ability to solve problems and get things done.

Elmer was known for his special charm and easygoing nature. He had a gift for conversation and made everyone feel welcome and at home. He enjoyed hosting "pickin' and grinnin'" parties for his family and friends. He especially enjoyed time spent boating on the water and playing golf. Elmer was a member of the General William Campbell Chapter of the Sons of the American Revolution.

He was preceded in death by his parents, Staley Lee Osborne and Antha Walls Osborne; his brother, Staley Louis Osborne; his sister, Mary Sue Chapman, and his brother-in-law, Bobby Evans.

He is survived by his son, Samuel Scott Osborne (Rachel) of Lexington, Kentucky; two grandsons, Christopher Osborne of Clarksville, Indiana, and Justin Osborne (Cortney) of New Albany, Indiana; and one great-grandson, Griffin Osborne of New Albany, Indiana. He is also survived by his brother, Bob Osborne (Bradley) of Saltville, Virginia; his sister, Carol Evans of Jonesborough, Tennessee; and several nieces and nephews.

Elmer was looking forward to the arrival of his first great-granddaughter, Adeline Osborne, to be born in March 2025.

In keeping with his giving nature, Mr. Osborne donated his body to the James H. Quillen College of Medicine, contributing to the education of future medical professionals and the advancement of medicine.

Elmer will be remembered for his intelligence, his work ethic, his warmth, and the lasting impact he made on everyone who knew him.

James (Jim) Warner Starr went to be with the Lord on Tuesday, February 10, 2026 (age 93). A native of Johnson City, Jim was born on November 15, 1932. He was a devoted Christian and placed his faith in God throughout his life. Jim served his community proudly through many different aspects over the years. Serving others was one of his biggest accomplishments.

Jim was a 1950 graduate of Science Hill High School. If you knew him, you would know his devotion to the Hilltoppers while he was in school and throughout the rest of his life. He played football and basketball for the Toppers and supported them at every game as a season ticket holder after graduation. Jim was in the United States Army fighting for our country from March 24, 1954 - March 23, 1956. Following that, he devoted his life to work at Piedmont Airlines for over 30 years. He was an active member in the Johnson City Civitan Club. Mr. Starr was also inducted into the Science Hill High School Athletic Hall of Fame in 2013. He was the last founding charter member at Covenant Presbyterian Church since 1964. His dedication as a Veteran, Topper for Life, career at Piedmont, and his church family will forever be impactful and remembered.

Mr. Starr was a devoted father, husband, grandfather, and friend to everyone he came across. He was the father to Traci Starr Honeycutt who went to be with the Lord on June 4, 2022. The husband to Norma Jean Starr who went to be with the Lord on August 8, 2022. Jim is survived by his grandson, Kaden Foster Honeycutt and his wife Brealyn Honeycutt and granddaughter, Keaton Starr Honeycutt whom he was so proud of and his cousin, Kathy Eades and daughter McKenzie Eades. Mr. Starr had many special friends throughout his life and made a lasting impact on each of them with his humor and devotion. He was a man who will be greatly missed by his Johnson City community.

Graveside will be held at 10am on Saturday, February 14, 2026, at Monte Vista Memorial Park with a service to follow at 1 pm at Covenant Presbyterian Church, with Rev. Maggie Rust officiating. Anyone who wishes to go in procession to the cemetery is asked to meet at Dillow-Taylor Funeral Home at 9:15 am.

It is with indescribable heartache that we announce the passing of Joshua “Caleb” Day, age 36, of Jonesborough, Tennessee, who left this world far too soon on January 31, 2026, following a sudden brain aneurysm.

Caleb was a kind-hearted man whose joyful spirit, quick humor, and loving nature touched countless lives. Known affectionately as “C-Day” or simply “Day,” he had an extraordinary gift for making people laugh and feel welcome. His smile was genuine, his laughter contagious, and his presence unforgettable. A stranger to no one and a friend to all, Caleb formed lifelong friendships beginning in kindergarten and carried those bonds with him throughout his life. These friendships became family, so close that households blended, mothers embraced him as their own, and the love extended far beyond childhood. Those relationships were not just part of his early years; they were foundational to the man he became.

From his early days at West View Elementary and up until he graduated from David Crockett High School in 2007, Caleb played nearly every sport imaginable. The number 23 - worn on his jerseys during his playing years - remained his favorite and a symbol closely tied to his identity. As a devoted sports fan, Caleb proudly supported the Atlanta Braves, New Orleans Saints, and LSU Tigers. He also loved NASCAR, especially those Bristol races.

Caleb was an excellent cook and found great joy in bringing people together around food, laughter, and shared moments. He appreciated life’s simple gifts and created memories that those who loved him will carry forever.

Caleb was profoundly loved by his mother, Kecia, whose unconditional love shaped his life from the very beginning. She was his first home and a devoted presence throughout his life. Her care, strength, and commitment never wavered, and her love helped form the compassionate, humorous, and sensitive man so many came to know and cherish.

Caleb lived with his father, Jerry, and together they shared a life marked by quiet love, mutual care, and deep understanding - supporting one another through everyday moments and life’s greater challenges. His father was always, and will forever be, his biggest fan.

He shared a special lifelong bond with his older sister, Meagan, just 15 months apart in age. Often mistaken for twins, they grew up side by side, sharing friends, milestones, and an unbreakable connection as built-in best friends. Their relationship was marked by their shared humor and laughter, which followed them wherever they went and became a familiar, beloved sound to those who knew them.

Caleb also shared a spirited bond with his younger brother, Jonathan, defined by competition, encouragement, and loyalty. Whether guiding him, pushing him to improve, or serving as a built-in practice squad during countless backyard games, Caleb was always there - challenging Jonathan while quietly helping shape his confidence and success. Jonathan is currently serving as a medic in the United States Army in South Korea, with his heart firmly at home despite duty preventing his attendance at services.

Caleb was preceded in death by his maternal grandparents, Bobby and Barbara Jester of Laran, Louisiana, and his paternal grandparents, Donald Day and Jimmie Day of Farmerville, Louisiana.

Though Caleb never married and had no children, his life was abundantly rich in love. He will forever be cherished by his parents, siblings, extended family, lifelong friends, and all who had the privilege of knowing him.

Even in his passing, Caleb’s generous spirit continues to shine. As an organ donor, he gave the ultimate gift of life - his heart, lungs, and kidneys - offering hope, healing, and a future to others. His legacy is one of compassion, selflessness, resilience, and extraordinary love.

Caleb’s life is not measured by 36 years; it is measured by the love he put into those years.

The family wishes to acknowledge their gratitude to the JCMC Staff of 2700, Tennessee Donor Services, Dillow-Taylor Funeral Home, and the countless family and friends who have stepped up and held their hearts during this difficult time. Caleb would be so proud of you all.

Services will be held Tuesday, February 17th, 2026, at Northridge Community Church, 613 Leisure Lane, Johnson City, TN. Visitation will begin at 4:00 PM, followed by a Celebration of Life at 7:00 PM.
