Sherwood provides innovative, inclusive services to children and adults with disabilities in their communities. Early Intervention:
Our birth-to-three program provides a full range of services for children with developmental delays or disabilities. Services are provided in the child’s natural setting (home, daycare, etc.) and are provided within a parent coaching model that teaches parents to incorporate therapy into the family’s everyday lives. Vocational Services:
Offers a continuum of services for transition students (ages 18-21) and adults with disabilities, and for employers who are interested in hiring individuals who experience a disability. Sherwood Community Services provides a menu of services that are tailored to individual needs including skills assessment, resume building, interview preparation and on-boarding/training once they secure a job. History
Sherwood was founded in 1957 by eight families of children with disabilities who were excluded from a public education. They set out to not only prove that they had the right but also the ability to learn. The organization quickly grew from that original class of eight children as other parents throughout the county asked for educational services for their own children with disabilities. The agency incorporated as a nonprofit in 1963. It began serving very young children with multiple disabilities and a work program was started for adults with disabilities. As public schools opened their doors to more school-age children, Sherwood focused increasingly on early intervention services for kids from birth –to – three and on adult employment. Sherwood provides services throughout Snohomish, Skagit, Island and San Juan Counties.

Representative,

I am reaching out as a concerned citizen to urge you to vote “no” on HB 2688, the bill that would separate the Early Support for Infants & Toddlers (ESIT) and Pre-K special education multipliers and reduce funding by 17%. This cut will result in real harm for infants and toddlers with disabilities and their families.

This bill would imperil life-saving services for the youngest children with disabilities. Providers already struggle to recruit and retain quality certified staff to maintain capacity to provide these life-changing services that have such profound impacts and outcomes for infants and toddlers with disabilities and delays. Our state has a Maintenance of Effort requirement with the federal government that does not allow reductions in funding for these services. The reduction proposed in this bill may also jeopardize millions of federal dollars that we receive as a state to implement and fund these services.

When services decline, it's the youngest Washingtonians with disabilities who suffer

Current evidence suggests that each additional dollar invested in quality early childhood programs yields a return of between $6 dollars and $17 dollars. This means that reductions to services for infants and toddlers will result in increased costs in other areas of state government and society. This evidence is well summarized by James Heckman, a Nobel Laurate in Economics in the chart below.



Early Supports for Infants and Toddlers (ESIT) services have been proven to be a wise investment – both from a child development and state budget perspective.
39% of children exiting ESIT do not need additional special education services, saving the special education system significant dollars in future costs.
85% of brain growth occurs in the first 3 years of life, which is one reason ESIT has such a profound positive impact on a child’s developmental trajectory.

Finally, ESIT Services are Life Changing.
Many infants enter ESIT services with severe disabilities and medical needs, urgently needing care. One common example is feeding therapies necessary to help children survive.
ESIT providers often identify undiagnosed complex medical needs early, allowing for appropriate treatment.
Speech therapy for early communication.
Motor therapy for safe mobility and daily functioning.
Behavioral support to address challenging behaviors.
Family Resources Coordination to support families in getting services to meet their needs.

Sherwood Community Services provides a menu of services that are tailored to individual need History The precursor to Sherwood was established in 1957 as the Re****ed Children’s Center, and it served children who were excluded from public schools because of their cognitive disabilities. The organization quickly grew from that original class of eight children as other parents throughout the county asked for educational services for their children. The agency incorporated as a nonprofit in 1963. It began serving very young children with multiple disabilities and a work program was started for adults with disabilities. As public schools opened their doors to more school-age children, Sherwood focused increasingly on early intervention services for kids from birth –to – three and on adult employment.
