The Federal Motor Carriers Safety Administration - FMCSA - follows the Code of Federal Regulations - CFR.
Under 49 CFR 391, minimum qualifications are established for drivers of CMVs and the motor carriers who employ them.
In English - an employer must maintain a file that proves that a driver is eligible and able to operate their CMV.
