MEET | Javoughn Brow-Lewis
Treatment Director

Javoughn is a clinician and an agent for change who is committed to improving systems so they better serve people and families. In his role as Treatment Director, he oversees therapeutic services, supports clinical staff, develops therapeutic programming, and helps strengthen the clinical work that supports families at Safe Haven.

He is deeply passionate about his wife and children and about serving youth and families in ways that help them uncover their full potential and thrive. Javoughn brings a systems perspective to the work, understanding how systems impact people and how people influence systems. His approach prioritizes advocacy, encouraging clients to find their voice and advocate for themselves.

Outside of his professional role, Javoughn expresses his creativity as both a poet and a painter, bringing the same thoughtfulness and depth to his art that he brings to his work with families.

MEET | Tonesha Hearn
Founder and Executive Director

At the helm of Safe Haven Family Resource Center, Tonesha leads the vision and daily ex*****on of trauma informed services that support children and families impacted by domestic violence, child abuse, foster care involvement, and community violence.

She oversees supervised visitation, therapeutic foster care, behavioral health services, and family stabilization programming. Beyond leadership, she is hands on in grant development, building community partnerships, supervising staff, and collaborating with the Cabinet for Health and Family Services, Family Court, and local organizations to strengthen systems of care.

Tonesha is deeply passionate about creating safe, structured spaces where families can heal, reconnect, and thrive. Her work is rooted in violence prevention, strengthening foster families, and developing sustainable, trauma informed programs in underserved neighborhoods. She is committed to reducing generational trauma by ensuring families have access to equitable, high quality support.

With extensive experience in violence prevention, crisis response, and child welfare systems, she brings both a systems level lens and practical program building expertise. She has expanded licensed services, managed federal and private funding, developed Kentucky compliant policies, and cultivated strong multi sector partnerships. Her leadership blends strategic vision with community rooted practice.

Tonesha loves creating new concepts and brands and turning big ideas into structured, mission driven realities.

Understanding the Past. Changing the Future.



Black children are disproportionately overrepresented in the U.S. foster care system, often experiencing longer stays and fewer reunifications. These disparities are shaped by systemic inequities, poverty, and implicit bias, rooted in a long history of family separation.

Children thrive when they are surrounded by love, stability, and caregivers who understand their identity and culture. Culturally responsive foster families help break cycles and create new futures.

Safe Haven Family Resource Center has officially launched our Therapeutic Foster Care Program, and we’re asking our community to help us take an important step forward. Safe Haven Family Resource Center’s Therapeutic Foster Care Program provides trauma-responsive care for children while also supporting biological parents and foster parents. Founded by a former CPS worker, our program has focused on reunification since 2018.

We believe children heal best when the entire family system is supported. Our approach includes individualized care for children, reunification-focused services for parents, and ongoing training, coaching, and 24/7 support for foster parents.

We are seeking $7,500 to implement our case management system, the secure foster care software required to safely document services, track placements, support foster parents, and ensure compliance with state and accreditation standards.

This system allows us to:
• Protect sensitive information
• Support foster parents with real-time communication
• Track outcomes for children and families
• Strengthen reunification efforts
• Operate a safe, accountable, and high-quality foster care program
