In anticipation of cold temperatures, a Warming Center for all individuals will be available at the Inn & Conference Center, 50 Warren St.

The Warming Center will open Saturday, February 7, at 7:00PM, and remain open until Monday, February 9, at 12:00PM noon.

Please note that all Lowell Transitional Living Center (LTLC) rules and regulations apply while the Warming Center is open.

All are encouraged to be prepared for the extreme cold weather by:
• Staying indoors if possible.
• Avoiding outdoor exposure for extended periods and covering exposed skin. Please be aware that very cold temperatures can cause frostbite in as little as 15 minutes.
• Keeping pets indoors and checking paws for any signs of injury or damage.
• Looking in on neighbors when safe to do so, especially older adults and people with special needs.
• Notifying the Lowell 911 Center if you are aware of someone suffering from the cold and/or frostbite.

Snow Emergency Parking Ban in Effect Until Thursday Morning

The Snow Emergency Parking ban remains in place until Thursday, January 29, at 7:00 AM.

Important Reminders:

• On-street parking is prohibited while the ban is in effect. Do NOT park on Downtown streets Wednesday night due to an overnight snow removal operation.

• Heading to the PWHL Boston Fleet game at Tsongas Arena or the Lowell Public Schools Winter Concert at Lowell Memorial Auditorium on Wednesday night? Please plan ahead—on-street parking is not allowed. Drivers are encouraged to make use of free parking in any City garage during the ban. For a full list of City garages and their locations, visit: https://lowellma.gov/1228/Parking-Facilities

• Clearing streets is essential, especially with another storm possible next week.

The ban lifts Thursday at 7:00 AM, and drivers have until 9:00 AM Thursday to remove vehicles from City garages without incurring any costs.

A Snow Emergency Parking Ban has been declared for Sunday, January 25, 2026 at 6:00am.

The parking ban will go into effect at 12:00 noon. No parking will be permitted on any City streets starting at noon until the ban is lifted. Vehicles parked in violation are subject to ticketing and towing at the owner’s expense.

Free parking for City residents without off-street parking will be available beginning Saturday, January 24 at 12:00 noon at the following locations:
• Leo A. Roy Parking Facility - 100 Market St.
• Lower Locks Garage - 90 Warren St.
• Hamilton Canal (HCID) Garage - 350 Dutton St. at Broadway St.
• Joseph M. Downes, Sr. Garage - 75 John St.
• Edward J. Early Jr. Parking Facility - 135 Middlesex St.

Additional free parking will be available beginning Saturday, January 24 at 8:00 PM at:
• George A. Ayotte Parking Facility, 1 Post Office Square

Once the Snow Emergency Parking Ban is lifted, residents will have two hours to remove vehicles from free parking locations before fees apply.
