We recently spoke with a council member from the City of Madison regarding recycling services. We were informed that RANA is funded by the Solid Waste Disposal Authority of the City of Huntsville (SWDA), which allows them to provide recycling services at no direct cost to participating municipalities / residents. Our understanding is that there is a contract in place between SWDA and the municipalities for this service that binds the cities to SWDA.
When we asked about other cities, such as Athens — where recycling is picked up twice a month by another city (Decatur) — the response again referred back to the existing contract structure.
At this time, it appears Madison County residents will continue with the current recycling service unless individual municipalities choose to opt out of their agreement with SWDA and establish alternative, more reliable services for their residents. This council person did mention they would talk to the City of Madison about the service to see if their are any remedies.
