🚨 Recovery Housing Accountability Matters 🚨

If you’re involved in recovery housing as a resident, operator, provider, or family member, this is important.

Federal law prohibits kickbacks and improper referral incentives in recovery housing and treatment settings. That includes free rent, deep discounts, or payments in exchange for sending someone to a specific program.

These practices can violate the Federal Anti-Kickback Statute (AKS) and the Eliminating Kickbacks in Recovery Act (EKRA).

If you suspect improper referrals involving Medicaid or Medicare, complaints can be filed with the U.S. Department of Health and Human Services Office of Inspector General. Other violations may fall under the U.S. Department of Justice.

For Ohio-specific recovery housing concerns, you can file with ORH:

ORH Complaint Form: rhoads.orh.ai/complaint/

Recovery housing should be ethical, transparent, and person-centered. Accountability protects everyone.

We’re rebuilding the Opioid Hub in Washington County and we’re doing it the right way!

The Washington County Behavioral Health Board is launching focused Opioid Hub committees to address real gaps in our system and strengthen the continuum of care across housing, treatment, recovery, and reentry.

This isn’t about more meetings for the sake of meetings. It’s about bringing the right people to the table to create solutions that actually work.

The committees we’re forming include:

• Housing & Employment – recovery housing, workforce pathways, and removing barriers to stability
• Clinical Treatment & Care Coordination – access to care, referrals, discharge planning, and continuity across systems
• Prevention & Early Intervention – education, outreach, and upstream prevention efforts
• Recovery Supports & Peer Services – peer support, engagement, and long-term recovery pathways
• Justice-Involved & Reentry – diversion, reentry planning, and coordination with courts and corrections

These groups will meet quarterly and align with existing Care Connect and system-level efforts so collaboration leads to action, not duplication.

If you’re a provider, partner, or community stakeholder who wants to help shape solutions instead of reacting to problems, we want you involved. Comment or message which committee fits your lane.

This is how we move Washington County forward together. Contact C**t Morningstar at cmorningstar@wcbhb.org for more info!

The first Opioid HUB meeting of 2026 was a success.

We kicked off the year by combining the Washington County Opioid HUB meeting with Care & Connect, and the collaboration, turnout, and engagement made it clear this was a strong step forward. Bringing partners together in one space created meaningful conversation, shared goals, and renewed momentum around prevention, treatment, and recovery efforts in our community.

As we move forward, committee meetings will not be scheduled separately at this time. Instead, we will continue to build this work through the combined HUB format and focus on coordinated action and shared accountability.

If you have questions, are interested in joining a committee, or want to get involved in future HUB efforts, please reach out directly.
