Cumberland County ROSC Recovery Oriented Systems of Care (ROSC) is dedicated to building a supportive, inclusive community for individuals in recovery and their families.

Our mission is to connect people to resources they need & show that recovery is possible. ROSC (Recovery Oriented System of Care) is a coordinated network of community-based services and supports that is person-centered and builds on the strengths and resiliencies of individuals, families, and communities to achieve recovery and improved health, wellness, and quality of life for those with or at risk of substance use and mental health disorders. Clark/Cumberland County ROSC is here to provide clear-cut directions to networks of community-based services and supports. Our aim is to collaborate with all sectors of our local community including other helping organizations, health care, education, law enforcement, judicial, local business owners, and person's with lived experience with substance use and mental health disorders. It takes ALL our voices to make change & to show people that Recovery Is Possible! The State of Illinois is transitioning from brand name Narcan to a generic 4 mg naloxone nasal spray produced by Padagis.

Here’s what you need to know:

Topics are chosen each week based on participant feedback, helping ensure conversations are meaningful and relevant to those attending.

Our council brings together community members, organizations, and partners who are passionate about strengthening recovery supports, reducing stigma, and building a healthier Cumberland County. Whether you are a professional, person in recovery, family member, or community supporter — your voice matters.

💙 Access saves lives—and our communities make it possible.

These numbers represent the Drug Overdose Prevention Program (DOPP) sites we’ve helped establish across each county in our service area, expanding access to NARCAN and other harm reduction supplies where they are needed most.

We are beyond thankful for the community organizations, businesses, and individuals who partner with us to reduce harm and save lives. Together, we’re making NARCAN, fentanyl test strips, xylazine test strips, and other harm reduction tools and resources more accessible across our communities—one site at a time. These totals reflect active sites as of the end of 2025.
