On October 31, 1963, President John F. Kennedy walked into the White House Cabinet Room and signed what would become the last bill of his presidency.

The Community Mental Health Act was more than policy — it was personal. Kennedy’s sister Rosemary had been institutionalized after a devastating lobotomy left her permanently changed. He had watched his family hide her condition in shame, the way America hid thousands of others: behind locked doors, in overcrowded state hospitals, out of sight and out of mind.

That ended on October 31st. With one signature, Kennedy declared that mental illness was not a family’s burden to bear in secret — it was a community’s responsibility to meet with care. The law authorized funding for 1,500 community mental health centers across the country, bringing treatment out of institutions and into neighborhoods for the first time in American history.

Twenty-two days later, he was gone.

The promise he made that morning outlived him — but it needed people willing to keep it.

In 1986, LifePath Systems opened its doors in Collin County, Texas. No locked wards. No shame. Just community-based care, exactly as Kennedy envisioned. Forty years later, we’re still here — still showing up for the people this country once turned away.

March is Developmental Disabilities Awareness Month!

This year’s theme is “We’re Here. Then, Now, Always.”—a reminder that community, accessibility, and opportunities for people with developmental disabilities should be recognized every day, not just in March.

About 1 in 6 children in the U.S. have a developmental disability. People with developmental disabilities are working, going to school, volunteering, and contributing to their communities—just like all of us.

LPS is committed to providing inclusive, individualized supports for people with developmental disabilities and their families.

This month, we’re sharing stories that connect past, present, and future.

My name is Henry Hernandez Jr., and I’m honored to serve as the Military Veteran Peer Network (MVPN) Coordinator for Collin County.

I’m a retired Army Veteran, a combat veteran, and most importantly a Texan. Service has always been part of who I am. The uniform may be retired, but the mission to stand beside other veterans is not.

For those unfamiliar, the Military Veteran Peer Network (MVPN) connects veterans, service members, and their families to local resources, peer support, and trusted community partnerships. We work alongside law enforcement, courts, nonprofits, VA providers, colleges, faith-based organizations, and local leaders to strengthen the network of support right here in Collin County.

Collin County is growing, and so is our veteran community. My goal is simple, build strong relationships, increase awareness of available services, and ensure no veteran or family member feels like they’re navigating things alone.

If you’re a veteran, a family member, a community partner, or someone who believes in supporting those who served, I’d love to connect.

Please join us for “Celebrate to Elevate” on April 25th!
Celebrate to Elevate is the most important fundraiser for our organization. The LifePath Foundation raises funds and awareness for LifePath Systems, whose mission is to serve individuals and families impacted by behavioral health, intellectual, or developmental challenges. This annual fundraiser helps to fill the financial gaps we incur every year as we continue to serve the behavioral health needs of Collin County.
