On November 18, Texas Animal Health Commission (TAHC) received information that multiple horses are exhibiting clinical signs of equine herpes myeloencephalopathy (EHM), the neurologic disease linked to equine herpes virus (EHV-1).

The extent of this EHV-1 outbreak is not yet fully known. Presentation of EHV-1 in these horses has been acute with rapid progression and high clinical severity. Investigation into the character and epidemiology of this disease event is ongoing but the need for rapid and proactive actions to curb the spread is clear.

***UPDATE***

As of 11:30 a.m. on Friday, Nov. 21, 2025, we have made changes to the required CVI statement for horses:

“The equine listed on this CVI have, during the 21 days prior to the shipment date, not originated from a premises under EHV-1 quarantine, not been exposed to an EHV-1 positive equine, and not attended any event where an EHV-1 positive equine has been confirmed.”

This change is to provide more clarity around the horses being brought into Oklahoma and for the Oklahoma horses going to upcoming equine events. Oklahoma horse owners should check with event staff before traveling to see if the event has extra requirements for entry.

Following the recent increase in EHV cases, ODAFF is implementing a required statement to be listed on all equine CVIs for interstate movement into Oklahoma through Jan. 1, 2026.

At this time, we are not implementing any requirements for intrastate movement for horses.
